Tangible Capital Asset (TCA) Program Manager

As the TCA Program Manager, you will be accountable for ensuring City Wide compliance to TCA reporting standards as set by the Public Sector Accounting Board. The successful candidate will be an innovative, strategic and dynamic leader who holds responsibility for and facilitates the delivery of the TCA Program and its approved mandate of developing and enforcing consistent, compliant and simplified TCA reporting. The TCA Program Manager will lead a team of professional staff and will be accountable for implementing a clear unified governance framework and operational practices for The City of Calgary that aligns with the TCA corporaterequirements and mandate. This position reports to Finance Manager, Corporate Financial Reporting.

Primary duties include:
 Provide leadership to a diverse team of highly skilled strategic and process minded people to operationalize the use of the TCA costing system and TCA reporting policies and procedures at The City.
 Coordinate and collaborate with Finance Managers and Finance Leads to ensure the success of day to day TCA activities as well as the overall program.
 Actively collaborate with all asset holding Business Units to ensure a consistent understanding and
application of TCA activities, deadlines and deliverables.
 Provide and/or coordinate TCA financial reporting support by working with Finance’s Financial Systems team and IT support (e.g. Enterprise Support Services).
 Collaborate with Corporate Project teams throughout the City that affect TCA reporting and the Financial Reporting team to ensure compliance with TCA reporting policies, procedures and systems.
 Implement and maintain knowledge management and succession management practices.


Qualifications
 A Degree in a related field and a professional accounting designation, such as a Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), or Certified General Accountant (CGA).
 A minimum of 10 years of experience in progressively more senior positions within Finance is required. At least 2 years of direct supervisory experience of professional staff, and experience leading and implementing process improvements in a large complex organization are also required.
 Working knowledge and understanding of municipal TCA and capital funding processes is required.
 Strong leadership skills with the ability to take calculated risks and perform complex analytical tasks.
 Excellent communication skills with a focus on working with staff at all levels of The City.
 Ability to resolve issues and encourage cooperation among teams with conflicting goals/objectives.
 Demonstrate a keen sense of professional judgment and business acumen.
