As we continue to advance and innovate, we are seeking a Finance Manager who will oversee a team of finance professionals that provide day to day capital financial support and direction to branches within the Integrated Infrastructure Services department. The Finance Manager is key in helping the Integrated Infrastructure Services department deliver on their vision to inspire trust among citizens and Council in their commitment and ability to deliver quality infrastructure.

Working collaboratively with Branch Managers, Directors, and Supervisors of client operations, this position is responsible for: contributing to the preparation, presentation, clarification, and defense of the department business plans and budgets for capital projects; early identification of potential challenges and opportunities; providing mitigating strategies and support quantitative and qualitative analysis on the financial performance; financial planning and forecasting to support presentations to the Executive Leadership Team and City Council in a manner consistent with both corporate expectations and department priorities..

As the Finance Manager, you will:

  • Lead, influence and collaborate with Finance and Integrated Infrastructure Services team resources in the forecasting, long range planning, and decision-making to develop financial and business strategies and resolve issues related to capital projects
  • Analyze results against budget and forecasts to identify and validate variances, projections, trends and historical costs for both reporting/presenting and to utilize in future financial models/reports
  • Develop and implement strategies for continuous improvement and innovation and ensure alignment to City goals, objectives and priorities
  • Provide leadership to the branch managers and their management teams in the development of financial deliverables that align with financial accounting directives and policies
  • Provide financial analytics, advice and assistance in the development of sound defensible business cases for new or revised capital project plans and budgets
  • Participate in a constructive and collaborative manner with other departments and stakeholders within the City in the planning and analysis of capital projects and plans
  • Build workforce capacity through coaching, mentoring, recognizing accomplishments and motivating employees to deliver peak performance

  • Completion of a recognized post-secondary degree in Business or Commerce or equivalent 
  • Professional accounting designation (CPA, CA, CMA, CGA) 
  • Minimum of 7 years related experience in financial management including knowledge of financial analytics and business planning related to capital projects
  • Significant knowledge and experience with budgeting, business case development and analysis, analysis of financial results and performance measurement best practices for capital projects 
  • Expert knowledge of financial modelling techniques
  • Excellent skills in establishing and maintaining effective relationships and strong interpersonal skills and ability in dealing with senior management and staff, being able to influence upwards, collaboratively across peers and mentoring of staff
  • Exceptional communication (both oral and written), presentation, organizational and people skills
  • Strong leadership, facilitation, collaborative planning and team building capabilities attributing to the achievement of key business goals

Hours of Work: 36.9 hours per week, Monday - Friday

Salary: $116,049.00 - $145,060.00 (Annually)
