Let's face it: Property taxation processes are complex and affect all taxpayers and indirectly, all residents and businesses, in the City of Edmonton.  In consideration of City programs and services, this is an opportunity for someone to tactfully and effectively ensure proper business processes and procedures are in place to meet the common good of all.

The Director, Property Taxation  is responsible to ensure proper and efficient business processes and procedures are in place to meet all statutory requirements and that all properties are correctly entered on the tax roll and collection of tax revenues are conducted with legislative parameters and are completed in an effective and tactful manner.  The Director is responsible to ensure effective and efficient communications are in place relative to property taxation matters.  Providing leadership and strategic direction while mentoring and coaching staff to perform at peak levels is essential in this role.

As the Director, Property Taxation, you will:

  • Oversee the administration of in excess of 390,000 City of Edmonton customer accounts that are levied about $2 billion dollars for municipal and provincial education tax requirements while managing additional programs and policies that impact taxation processes annually
  • Provide leadership and direction to corporate programs that rely on taxation as a foundation for collection of revenues and reduction of taxes through rebate, cancellations, and deferral programs, including communication of programs, customization of systems and financial stewardship
  • Recommend, develop and implement new legislation initiatives and changes into corporate strategies across the organization and ensure taxation programs meet both provincial requirements in addition to City objectives and needs
  • Inspire others to embrace continuous improvement, ultimately improving efficiency and the citizen experience
  • Cultivate an environment of mentorship, empowerment, career development, and motivation for employees, guiding a diverse team of management, professional accounting, supervisory and administrative staff to peak performance
  • Monitor emerging industry trends and foster an environment of continuous improvement
  • Ensure that the values of the department and branch are reflected in the section as well as the Corporate Leadership Principles
  • Assure the effectiveness of systems through comprehensive, accurate and transparent reporting and performance management (e.g. key performance indicators)
  • Apply critical thinking to the strategic management and decision-making processes of the branch and the section
  • Ensure the prudent and effective use of financial resources in the conceptualization of and delivery on key responsibilities
  • Create and maintain relationships with Citizens, Staff,  Deputy City Managers, Branch Managers, Council, business partners, and industry associations

  • University degree in Accounting or related discipline
  • A Professional Accounting or Finance designation (CPA) is preferred
  • Established ten plus years of progressively responsible experience in municipal accounting including five years at the management level, overseeing a large, diverse team of professional and administrative staff
  • Thorough knowledge of business practices, accounting principles (including GAAP and PSAB regulations and auditing requirements and standards)
  • Prior expertise in the direction in the development of bylaws, bylaw reports, and detailed research reports for City Council and committees of Council is preferred
  • Extensive knowledge of provincial and federal legislation pertaining to property taxation and collections in a municipal environment
  • Proven leadership, facilitation, project management and team building skills by utilizing strong relationship building abilities and skills in negotiation
  • Well-developed leadership capacity with a balance of strategic thinking and technical expertise to manage day-to-day operations.  Ability to see the bigger picture
  • Capable to lead teams through change and operate in an ambiguous environment
  • Build organizational talent and succession plans
  • Possess strong citizen focus
  • Solution-focused, with an ability to consider and reconcile multiple viewpoints
  • Enthusiastic with strong personal drive and self-motivation
  • Excellent written and verbal communication skills including preparing and delivering presentations, letters and reports for senior management, City Council and special interest groups on complex taxation matters
  • An original Police Information Check or Certified Criminal Record Check issued within the past 6 months will be required before starting in the position

Hours of Work: 36.90 hours per week, Monday - Friday

Salary: $130,111.00 - $162,640.00 (Annually)
