Reporting to the Executive Director/SFO Corporate Services for Treasury Board and Finance Corporate Services the Director provides leadership and direction to a professional team including a manager and staff in the delivery of financial reporting for the ministry, department including various funds and pension plans. They also lead the consolidation of the ministry that includes eleven reporting entities and nine regulated funds.

 

The Director provides financial reporting services, such as financial statement preparation, quarterly actual results and ad hoc management reporting, as well as preparation of variance analysis. The Director is also responsible for the reconciliation of the general ledger accounts, preparing supporting documentation for audits and coordinating audit work within the Ministry, overseeing the year end external audits, including participating in the entry and exit meetings.

 

To be effective in this role, the candidate must be able to apply the technical skills required through the professional accountancy designation (CPA); possess strong public sector accounting standard knowledge along with financial report experience in a large complex environment; have experience being a mentor and with the development of staff; foster strong respectful relationships with business areas in the department and with entities in the ministry.

 

This position functions within the parameters of applicable Government and Ministry legislations, regulations, policies, directives and relevant accounting standards.

 

This position will participate in director rotation opportunities where the employee will be moved between two or more director level positions within the branch. The objective is to expose the employee to different work experiences and wider variety of skills for cross-training purposes and to enhance engagement within their branch and division.

 

Salary: $4,037.95 - $5,127.61 bi-weekly ($105,390 - $133,830 annually). Closing Date: September 25, 2017. Job ID #1044812

 

Qualifications: A related university degree (i.e. Business/Commerce) and a professional accounting designation (CPA, or legacy designations CA, CMA, or CGA), plus a minimum of 6 years of related experience is required.

 

Public Sector Accounting Board (PSAB) Standards:

  • Extensive knowledge of generally accepted accounting principles to prepare financial statements, develop financial policies, procedures and in providing advice;
  • Strong understanding of acts, regulations, policies and programs to be able to provide advice and participate in departmental and interdepartmental committees; and
  • Proven experience in producing complex consolidated financial statements.

 

Auditing:

  • Experience preparing an entire financial statement file for external audit; and
  • Experience in dealing with auditors, their requests and recommendations.

 

Reporting Software:

  • Knowledge of IMAGIS/PeopleSoft and InDesign in order to prepare financial statements and other ad hoc financial reports; and
  • Proficient in Microsoft Office.
