The vision for the Integrated Infrastructure Services Department (IIS) is to inspire trust among citizens and Council in our commitment and ability to deliver quality infrastructure.

As the Program Manager of Business Intelligence and Analytics, you have a keen interest in going beyond the obvious, delving into the source, the definition, philosophy, and foundational roots of data in order to support effective decision making.  You understand how data can drive an organization and are ready to lead the development and evolution of the business intelligence and analytics program for Integrated Infrastructure Services (IIS).  

You will be accountable for delivering the below:

Program Development and Oversight:

  • Lead the strategic development and implementation of a business intelligence and analytics roadmap that is foundationally supported by executing on the Department’s Performance Measurement Framework (which includes establishing Department, Branch, and Section performance measures)

  • Provide expert advice and recommendations for quality performance measures and ensure quality measures are documented and tracked

  • Advise the Department Leadership Team on how Business Intelligence (processes, practices, and technologies) play a critical role in improving business management

  • Develop a data and/or technology driven strategy that enhances the Department’s capacity to interpret performance data, predict future trends, and inform evidence-based decision-making

  • Look to continuously improve the Department’s Business Intelligence and Analytics program by developing and implementing creative solutions

Facilitation:

  • Engage with all levels of the Department Leadership teams to determine business requirements, priorities, define performance measures, and develop Business Intelligence and data warehouse strategies and recommendations that will enable effective decision-making and achieve program objectives

  • Work with Department teams to design and document dashboards, alerts, and reports

  • Provide leadership in facilitating information gathering, structure documentation and presentation of findings to all levels of management

  • Work closely with business areas within the corporation as well as other municipalities

Leadership:

  • Provide leadership, direction and guidance to staff by communicating corporate, department and branch vision, work, values and core deliverables.  

  • Ensure effective and efficient integration of this program with other strategic processes managed by the Section and the Branch.

  • Actively develop a culture of accountability and high performance by ensuring staff have appropriate resources, knowledge, and skills to execute their roles successfully

Qualifications:

  • Bachelor’s Degree in Business Administration, Public Administration or another related discipline

  • Minimum 7 years related experience working in performance reporting, business intelligence and analytics within a large, complex organization;

  • Minimum 5 years progressively responsible management and supervisory experience

  • Demonstrated knowledge and experience on change management and project management methodologies

  • Demonstrated program and policy development experience; experience implementing complex programs, processes and system changes

  • Highly developed communication (verbal, written) and facilitation abilities

  • Excellent relationship building, interpersonal, decision making and negotiation skills

  • Embodies trust, professionalism and respect; values align to our Corporate Culture and Leadership Principles

  • Holds self and peers accountable for the contribution to the workplace culture

Assets

  • Master’s Degree in Business, Public Administration, Engineering or another related discipline.

  • PMP and/or Organizational Change Management certification

  • Public sector experience

  • Relevant designation in program evaluation, key performance indicators or performance measures

Hours of Work: 36.9 hours per week

Salary: $84,597.00 - $120,852.00 (Annually)
