Division Controller

We are currently seeking the right person to fill the position of Division Controller. This position takes a multi-faceted approach in providing oversight to the financial operations of the Development Services Division which includes Public Works, Engineering Services, Environmental Services and Electric, Light & Power. This management position is responsible for completing full cycle accounting and budgeting activities including implementing process improvements, maintaining internal controls, ensuring corporate and audit compliance, rate modeling, financial and management analysis and reporting. In addition the position provides leadership and mentorship to the Division’s financial personnel, liaises with the Chief Financial Officer and controllers in other divisions, participates in evaluating new programs, and facilitates/ leads financial training opportunities. 

 

Ideally to fill this role you will be a Chartered Professional Accountant (CPA) with a minimum of five years related accounting experience with complex financial applications in a computerized environment preferably in a larger municipal organization.

 

In addition you will have experience/knowledge in:

• Internal or external audit

•Two years supervisory preferably in a unionized environment

•Development and implementation of process changes

•Financial and/or management reporting

•Utility rate methodology

•Public or Municipal accounting including the requirements of the MGA (Municipal Government Act) and the Public Sector Accounting Board (PSAB) etc.

•Conflict resolution training

•Use of PC software such Excel, Word, Access, Microsoft Project and PowerPoint.

•Knowledge of JDEdwards financial software an asset.

•Advanced skills in Excel.

•Ability to apply advanced accounting principles, knowledge and skills to the maintenance of a complex set of accounting and budgeting records.  Ability to perform financial and budgetary analysis, prepare complete financial reports and complex account reconciliation.

•Ability to communicate effectively, both verbally and in writing, with staff from City departments, agencies (such as the city’s external auditors and city solicitor, etc.), and external parties. The nature of the communication may include liaising, resolving conflict, influencing others’ perspectives, explaining complex concepts, collaboration, etc.

•Ability to work with considerable independence and to demonstrate initiative and resourcefulness in establishing and achieving business objectives.

•Ability to handle sensitive and confidential subject matter, which, if improperly handled, would have a significant negative impact on The City.

•Demonstrated positive interpersonal skills.
