RESPONSIBILITIES:
The Chief Audit Officer provides leadership and vision, as well as management, planning and execution of internal audit and program compliance activities, ensuring independent and objective assurance to senior management and the Board through the Audit Committee regarding the organizations operations, systems of internal controls and clients’ program compliance, in a manner that will accomplish AFSC’s strategic objectives.

The Chief Audit Officer directs a comprehensive, risk based audit program to add value and improve AFSC operations through evaluation of internal controls, risk management and governance processes. This position also oversees Program Compliance function to ensure appropriate solutions for disputed claim issues.

This position reports directly to the Chair of the Audit Committee of the Board of Directors, ensuring an independent and objective assessment of AFSC’s risk, governance and control processes.

Strategy & Leadership

Provides the team a clear direction to ensure they understand the organization’s vision and objectives and what is expected from them and manages the department performance.

• Develops strategic plans for the department in accordance with the corporate strategy and communicate the plans to the team
• Provides leadership in the development and implementation of a diverse range of audit projects, including responsibility for planning and managing resources and staff, defining operational performance standards and evaluating projects performance
• Leads professional staff, including developing training and development plans, managing performance and holding people accountable, mentoring and coaching, motivating and engaging.

Internal Audit

Leads and directs AFSC’s corporate-wide audit activities which are designed to evaluate the effectiveness of AFSC’s risk, governance and control processes across all of AFSC’s operations.

• Collaborates with the Executive Leadership Team to understand the risks related to AFSC’s strategic objectives and to ensure that appropriate risk responses have been developed by management
• Develops and implements a comprehensive risk-based audit coverage strategy across all AFSC’s operational areas, ensuring that selected engagements are focused on the areas of high risk to the organization and that will produce a high rate of return on audit efforts extended into a particular area
• Leads AFSC’s audit operations by developing, implementing, managing and evaluating a program of audits, assessments, and proactive assurance engagements
• Prepares and presents accurate internal audit reports for consideration of the Audit Committee and the Executive Leadership Team, as well as keeping Audit Committee informed of emerging trends and successful practices in internal auditing
• Acts as the “Designated Officer” for the AFSC Whistleblower Protection Program to manage the day-to-day operation of AFSC’s Whistleblower Protection Program; Primarily responsible for investigating and reporting on Disclosures of Wrongdoing as defined by the Public Interest Disclosure Act (PIDA).


Program Compliance & Investigation

Leads and directs Program Compliance and Investigation audit activities on clients from different types of entities and organizations to ensure appropriate identification of client’s areas of non-compliance and follow-up actions, thereby ensuring the integrity of AFSC programs.

• Directs audits and investigation activities related to formal claim reviews, formal claim appeals and legal proceeding as required
• Oversees follow-up actions on fraud complaints/tips received internally and externally to determine if further due-diligence is required

QUALIFICATIONS:
• Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Agriculture and/or Masters of Business Administration or other relevant educational qualifications
• Must possess a recognized professional accounting designation (CPA) in combination with extensive experience (8 to 10 years) leading and directing large portfolio of audit programs. Other recognized professional designations (e.g. CIA, CISA, CRMA, CISM, PMP, CFE ) and any other relevant specialist credentials are considered an asset;

SALARY:
$11,386 - $15,905 per month
