The General Manager, Finance and Supply Chain Management & Chief Financial Officer (General Manager & CFO) plays a pivotal role in the city's financial health and operational efficiency, enabling outstanding service and world-class infrastructure and amenities for generations. This role drives strategic financial management, optimizing resources to support city planning, infrastructure, and housing initiatives. Reporting to the City Manager, the General Manager & CFO is the primary advisor to City Council and the City Leadership team regarding management of the City’s finances. 

 

By overseeing a broad portfolio that includes finance, supply chain, and procurement, the GM/CFO’s responsibilities include complex financial planning, investment management, budgeting, and partnering with operational departments to ensure effective resource allocation and expenditure management. Additionally, the General Manager & CFO leads efforts to improve financial systems and reporting. Internally, the General Manager & CFO has a significant focus on employee engagement and team effectiveness, fostering collaboration across silos and leveraging opportunities for continuous improvement and innovation. Externally, they play a regional, provincial and national role in securing sustainable funding and working to address major issues affecting urban areas. 

 

The ideal candidate is a systems-thinker with excellent relationship-building skills, the capacity to manage a high level of complexity, and a passion for city building. They are an exceptional leader and an experienced executive with a record of success in leading large, multi-dimensional organizations to deliver on objectives, advance financial performance, manage a large investment portfolio and debt program, oversee financial processes and systems, and be a strong business partner.

 

The ideal candidate should possess a unique blend of strategic vision, operational acumen, and collaborative leadership skills. They must have a proven track record in a complex environment, ideally in a municipal government setting or a large public sector organization. The candidate should excel in building relationships and credibility with stakeholders at all levels, including Council members, colleagues, and staff. Demonstrating the ability to lead change and innovation, particularly in areas requiring strategic financial planning and organizational efficiency, is essential. Additionally, they should be a strategic thinker capable of navigating multifaceted organizational challenges, ultimately adding significant value beyond traditional financial functions.

 

The targeted salary range for this position is $240,378 – $316,297, supplemented by a competitive total benefits package. The salary offered to the successful candidate will consider a wide array of factors including but not limited to the individual’s skillset, level of experience applicable to the role they are being offered and internal equity considerations.
