Manager, Accounting and Financial Reporting

Are you a skilled finance professional with experience in leading change and implementing new financial systems? Beaumont is seeking an innovative Manager, Accounting and Financial Reporting to oversee our financial operations, guide our team through change, and support the implementation of a new Enterprise Resource Planning (ERP) system. This critical role will have a lasting impact on the financial health and operational efficiency of our municipality. What YOU’RE Responsible for:
Financial Leadership:
- Oversee daily financial operations, including accounting, financial reporting, treasury, taxation & assessment, and revenue services
- Ensure financial transactions are documented accurately and are compliant with Public Sector Accounting Standards (PSAS)
- Implement and oversee month-end, quarter-end, and year-end processes
Change Management:
- Lead the finance team through the transition to a new ERP system, ensuring smooth implementation and user adoption
- Develop and execute change management plans, fostering a culture of innovation and continuous improvement
- Manage the impact of changes on financial processes and systems, ensuring business continuity and compliance
Financial Reporting:
- Prepare and present quarterly financial reports to City Council
- Coordinate the annual financial statements and the year-end audit process
- Provide timely and accurate financial reporting to internal and external stakeholders
Revenue:
- Oversee the management of taxation, assessment, utility billing, and general revenue processes
- Manage investments and debt obligations
- Approve the release of city funds and manage cash flow effectively
Health & Safety:
- Follow and promote the City’s Health and Safety program, ensure compliance, and actively participate in safety activities
What YOU Bring:
Educational & Experience Background:
- Undergraduate degree in Accounting, Business Administration, or a related field.
- Certified Professional Accountant (CPA) designation (CA, CMA, CGA)
- Minimum of 5 years of professional finance experience, including at least 2 years in a supervisory or management role
- Proven experience in change management and leading the implementation of financial systems (ERP) is essential
- Municipal experience is an asset

- Demonstrated ability to lead and manage a diverse team through change, with a focus on collaboration, innovation, and results
- Strong problem-solving and decision-making skills, with a track record of driving continuous improvement
Communication Skills:
- Excellent communication and presentation skills, with the ability to convey complex financial information to various stakeholders
- Experience in building strong working relationships with internal and external partners.
