The Alberta Children's Hospital Research Institute (ACHRI) in the Cumming School of Medicine, University of Calgary invites applications for a Senior Manager, Business Strategy and Operations. This Full-time, Fixed Term position is for approximately 2 years, with the possibility of extension.

Reporting to the Executive Director, ACHRI and One Child Every Child (OCEC), the Senior Manager, Business Strategy and Operations, contributes to the strategic allocation of resources and financial sustainability of both ACHRI and OCEC. This role works directly with the ACHRI Director and OCEC Project Lead, ACHRI Deputy Director and OCEC Indigenous Lead, to develop and implement robust financial and operational frameworks that streamline processes, optimize budgeting, enable OCEC's Parallel Path approach and facilitate the successful execution of all child health and wellness programs and the OCEC initiative. This role will contribute to evolving operational and financial approaches for ACHRI, which has experienced a great deal of change and growth in part due to the implementation responsibilities of OCEC, a complex, large-scale institutional research initiative with accountabilities to the Vice President Research (VPR).

One Child Every Child Program (OCEC), a Canada First Research Excellence Fund (CFREF) initiative, with a vision for children to be the healthiest, most empowered and thriving in the world. In 2023, CFREF invested $125 million in University of Calgary's One Child Every Child: A Transformational Child Health Research Initiative. This ground-breaking initiative will transform child health research in Canada, promote Indigenous-led knowledge creation and self-determination, and drive discovery and innovation. It is bringing together researchers, community partners, health-care providers, equity deserving groups, educators, trainees, interested parties, and Indigenous communities to build the foundation for global excellence and leadership in research to enable every child and community to thrive.

OCEC is a Parallel Path project that has Indigenous and non-Indigenous Paths. All members of the program will participate in training on work with Indigenous people, communities, and data. Experience with Indigenous community-based work is an asset for members across the OCEC team.

ACHRI is one of seven research institutes in the Cumming School of Medicine (CSM). ACHRI is governed through a partnership of the University of Calgary, Alberta Health Services, and the Alberta Children's Hospital Foundation. ACHRI's membership comprises a diverse community of basic, clinical and population health scientists at CSM as well as other Faculties, with a wide range of research interests in child health and wellness. Reporting to the VPR Office, and as part of the OCEC Parallel Path Leadership team, ACHRI's leadership team are also responsible for the implementation of the OCEC initiative.

Summary of Key Responsibilities (job functions include but are not limited to):

Financial Management and Sustainability (40%):

  • Responsible for accounting, budgeting, forecasting and reporting needs for ACHRI and OCEC projects in compliance with the University's policy and procedures and to effectively steward all funding envelopes
  • Enable the development and oversight of annual budgets (funding programs, core resources and initiatives) of $15M ACHRI and $18M OCEC across both the Indigenous and Non-Indigenous Parallel Paths by leaders and through identified committees. This involves working collaboratively with Finance teams in the creation of consolidated financial statements, evaluative components and forecasts to adhere to UCalgary's internal controls and Canadian public sector accounting standards while adapting to changes in financial commitments and priorities
  • Responsible for the evolution and implementation of ACHRI and OCEC internal process controls and processes to enable the leadership team, scientific leadership teams and management teams across ACHRI and OCEC to fulfill their accountability for the management of operational and project budgets
  • Provide leadership and expertise to develop ACHRI and OCEC financial strategies and manage project funding across multiple years, funding envelopes and assets. This will inform financial strategies for ACHRI and OCEC, enabling ACHF funding across multiple envelopes and endowments, enabling OCEC partnership contributions and external funding opportunities, with the objective to shape legacy and sustainability funding models for OCEC and beyond
  • Provide financial leadership and expertise to meet financial analyses needs of large proposals and capital initiatives e.g. Alberta Children's Hospital Centre for Research and Innovative Care
  • Represent ACHRI and OCEC initiative to external partners, funding agencies, and organizations to ensure external compliance and reporting on all financial, legal, and/or contractual agreements, and works closely with the University's Research Accounting, VPR Office, UCalgary Legal, and Research Services Office on these matters as well as internal compliance and reporting
  • Act as a resource to all ACHRI and OCEC staff by working with Finance to interpret financial terms of reference and guidelines, gather financial information and make recommendations to the ACHRI and OCEC executive leadership teams
     

Strategic Business Operations (40%):

  • Responsible for the development of business policies, processes and systems to respond to ACHRI's growth and the addition of OCEC implementation activities which are based on strategic, operational, programmatic and business continuity plans, in alignment with the University's procedures and where necessary, in consultation with centralized units
  • Working with ACHRI's Scientific Leadership team, develop ACHRI's strategy, position and compliance on all space, equipment, core facilities, environmental health and safety at CSM, UCalgary and clinical research and office space at the Alberta Children's Hospital
  • Strengthen and solidify ACHRI and OCEC's working relationships across UCalgary and with major partners (Alberta Health Services) particularly, CSM, VPR Office, Office of Indigenous Engagement, Office of Equity, Diversity and Inclusion, Alberta Children's Hospital Foundation, and other funding and/or relevant organizations
  • Contribute to the development and implementation of a risk management program for both ACHRI and the OCEC initiative, leveraging UCalgary's risk management practices and OCEC's risk management plan

Leadership (20%):

  • Provides direction, inspires, and guides business operations team towards ACHRI's and OCEC's goals and objectives
  • Performs probationary reviews and annual performance reviews for direct reports
  • Maintain open communication with the VPR, ACHRI and OCEC executive leadership team, scientific leadership team, and all leadership and governance committees, including the provision of regular updates on progress or issues
  • Leads others to solve complex problems; uses sophisticated analytical thought to exercise judgment and identify innovative solutions
  • Support and enable ACHRI, OCEC, CSM, and UCalgary's commitments to Equity, Diversity, and Inclusion and ii' taa'poh'to'p and our organization's commitment to an inclusive, safe, and respectful culture
     

Qualifications / Requirements:

  • Current professional accounting designation and a related University degree in business, finance, accounting, or related field
  • A minimum of 10 years of experience in a progressively more senior leadership role, demonstrated success in financial management, strategic planning, and operations management/leadership
  • Strong management accounting skills and practices to support decision making and enable realistic goal setting of future funding and costing streams
  • Understanding of the University's mission, strategic plans, and organizational and governance structures
  • Strong understanding of research and trust accounting processes and procedures
  • Familiarity and skill with the University's research accounting reporting system (eFin) is preferred
  • Previous experience in PeopleSoft system and e-procurement environment is preferred
  • Demonstrated success in assessing risk effectively and making appropriate decisions for successful project management across operational and financial portfolio
  • Ability to think conceptually and directionally
  • Ability to act decisively and to exercise a high degree of independence, initiative and judgment on a wide range of issues
  • Maintains the highest level of discretion, integrity and trust in all dealings
  • Strong financial analytical skills demonstrated writing skills (business plans, reports, etc.), and excellent organizational skills
  • Excellent professionalism, diplomacy and a high degree of confidentiality
  • Strong analytical and problem-solving skills
  • A successful and dedicated team player, able to make significant contributions towards the collective efforts of ACHRI and OCEC
  • Ability to communicate and summarize complex issues and results effectively with internal and external departments and teams, including staff, faculty and post-doctoral associates and other university staff at all levels
