We have an opening for a full-time Senior Financial Accountant at the Canadian Centre of Recovery Excellence (CoRE), a newly established crown corporation, based in Calgary and established by the Government of Alberta.

As the Senior Financial Accountant for Core, you’ll have the opportunity to: 

  • Drive impactful financial planning, accounting, reporting and analysis that will support and directly influence effective strategies for mental health and addiction recovery services across Alberta.

What You’ll Do for CoRE 

  • Contribute to the development of a financial framework and plan that are compliant with the general guidelines established by CoRE and the Government of Alberta for agencies and crown corporations, and in accordance with accounting standards (GAAP, PSAAB, etc.) and within CoRE’s policies and procedures.  

  • Contribute to the development and/or adoption of appropriate internal control frameworks, financial policies, practices, budgeting and forecasting systems and financial management to support the effective management of resources.  

  • Participate in the set-up and implementation of financial information systems.   

  • Develop resources and provide advice and/or training to staff and managers to foster implementation of CoRE’s financial framework (e.g., interpret policies, help units set up project financial processes and internal controls, guide the resolution of issues).   

  • Implement and deliver on all accounting and financial functions for CoRE including accounts payable, accounts receivable, banking, accounting, reconciliations, analytical support, and the preparation of timely, accurate periodic internal and external financial reports   

  • Develop quarterly and annual financial statements for submission and/or presentation to senior leaders, the CEO, Board, and the Ministry of Mental Health & Addiction.  

  • Provide financial analysis and assess possible financial impacts of financial options, or proposed program changes using various business and forecast approaches.  

  • Provide primary support to all units, for the fulfillment of their financial responsibilities assigned under the Financial Administration Act for the stewardship of all resources.  

  • Ensure financial transactions and reporting are compliant with relevant laws, accounting standards, regulatory requirements, and internal policies.  

  • Transact payroll and expenditure processes and participate in issue resolution as needed.  

  • Coordinate and support financial and performance audits required by the Office of the Auditor General    

  • Provide financial information to the support of the development and preparation of CoRE’s Annual Report.  

  • Provide advice and resources to support contract management (e.g., procurement processes and controls, contract management, and enhancing individual contract performance).  

  • Work with contract managers to ensure all procurement documents are accurate and are in accordance with standard CoRE and Government of Alberta practices.  

  • Provide analysis and information on the utilization, status, and performance of contract agreements and related financial information to inform oversight of the allocation (and reallocation) of resources to meet CoRE priorities and inform future policy and process.  

  • Consolidate individual contract financial information to an organization level to inform annual contract and budget planning.  

  • Liaise with Government of Alberta Finance to share information and maintain awareness of any changes that might impact CoRE’s financial framework, as requested by the Executive Director of Finance and Corporate Services.  

  • Respond to finance related enquiries and provide background information and updates as needed.  

  • Ensure adherence to privacy, confidentiality, and security protocols in all activities.  

  • Participate in the strategic initiatives/developments of CoRE.  

  • Develop briefing notes, speaking notes and presentations as requested.  

  • Stay current with accounting standards and legislative developments in the to identify and integrate best practices and trends that could impact CoRE’s financial functions.  

What You Bring to the Role  

  • An undergraduate degree in a related field such as business, accounting, or finance. 

  • A Chartered Professional Accountants (CPA) designation. 

  • 10 years’ experience providing financial management, accounting and reporting services. 

  • Experience providing financial services within the Government of Alberta is considered an asset. 

  • Comprehensive knowledge of industry standards, relevant legislation, government policies, guidelines, and directives related to accounting and financial management and reporting, including GAAP and Public Sector Accounting Standards. 

  • A working knowledge of procurement and contracting best practices.
