The Government of Nunavut is seeking a Comptroller General to play a crucial role within the Government of Nunavut. Based in Iqaluit, Nunavut, you will perform a key function essential to the delivery of programs and services across the territory as you act on behalf of and represent the Deputy Minister of Finance. With the assistance of a sixty-six person team, you will be tasked with determining how government departments and public agencies report on their financial operations, as well as managing the stability and evolution of those procedures. Your work will have a direct and government-wide impact on the operating budgets of government departments and public agencies.
A strategic thinker with the ability to negotiate and work well with others, the effects of your leadership will be noticeable as you work to enhance financial disclosure and support the accurate and timely production of public accounts, and the efficient delivery of financial services operations. Possessing an exceptional ability to communicate complex issues and formulate innovative solutions, you will monitor compliance with financial authorities, while clarifying financial roles and responsibilities, and ensuring the effective functioning and maintenance of financial information systems. Improving the visibility and soundness of government operations through internal audit, while ensuring high-calibre reporting, will fall under your mandate, as will providing sound advice on accounting treatment, financial information systems and accounting practices and procedures.
As Comptroller General, you will oversee the work of departmental managers, and provide leadership and direction for the effective management and operations of financial services. Your strong conceptual and reasoning skills will come into play as you work directly with departments to resolve financial issues, and build efficient solutions to problems that arise. Monitoring territory-wide compliance, consistency and coordination, you will analyze trends and perform timely review and updating of procedure and process documentation, stay current on emerging technologies relevant to financial management, and make recommendations on new government financial information management policy and practice to ensure proper financial operations and reporting.
You bring extensive knowledge and experience in fiscal policy development and public policy analysis, gained from 10 or more years’ experience managing program and service delivery at a management level, 5 of which should be at a Director level and above. Your university degree in Public Administration, Business, or a related field, and Canadian professional accounting designation are complemented by sound knowledge of territorial acts and regulations, and knowledge of financial management, information structures, information technologies, and budgeting. Able to exercise superior judgement with incomplete information, and/or without precedent, you are adept at maintaining long-term perspective while delivering creative, short-term solutions. Superior communications skills and the ability to foster cooperation within a diverse cultural, functional and technological environment are also required.
The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in more than one of Nunavut’s official language would be considered an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit would also be considered an asset. A satisfactory Criminal Records Check is required for this position.
