Here’s a unique opportunity for you to be involved in and make a difference in three key strategic initiatives – Corporate Project Management Office establishment, Financial Information and ERP System development and maintenance and Strathcona County Business Transformation project connectivity.

Reporting to the Director of Corporate Planning, you will be providing strategic leadership and management for continuous review and renewal of strategies, policies and financial information systems to enhance the overall effectiveness and efficiency of financial management and business decision making.

Responsibilities

·                Support the Director in achieving the Department’s mandate and goals

·                Lead and manage the Corporate Project Management Office by defining and maintaining corporate Project Management standards

·                Introduce and set up departments with the Project and Portfolio Management tool kit

·                Oversee enterprise strategic portfolio management helping to ensure corporate investment decisions are evidence-based and driven by collective input from departments

·                Develop, maintain and enhance County financial information and Enterprise Resource Planning systems

·                Oversee the implementation and evaluation of new systems to ensure adequacy of financial controls and information

·                Manage corporate financial Business Process Management (BPM) methodologies and strategies

·                Manage corporate financial Management Information Systems methodologies and strategies

·                Promote excellent customer service and provide sound advice, direction and assistance to Departments

·                Lead the Branch resources and project teams to ensure resources are planned and directed to effectively and efficiently deliver outcomes

·                Oversee the establishment, review and enhancement of financial strategies, policies and procedures to meet the Council, Executive Team and Corporate Planning short and long term strategic goals

Skills and Abilities

·                Comprehensive knowledge of Public Sector Accounting and GAAP

·                Strong understanding of enterprise wide-project management practices and standards

·                Extensive understanding of financial analysis, planning and reporting techniques

·                Possess strong strategic, critical thinking and analytical skills

·                Excellent verbal and written communication skills with the ability to positively influence others, and earn trust and cooperation

·                Highly developed interpersonal and collaboration skills, strong personal integrity and ethical conduct

·                Excellent supervisory and management skills to develop and mentor towards team excellence

·                Ability to successfully manage concurrent multiple projects, research and implement continuous improvement and develop innovative approaches to corporate initiatives

Qualifications

·                A professional Accounting designation (CPA, CA, CGA or CMA)  with at least 10 years of directly related experience in progressively responsible financial management positions within a municipal or similar complex environment

·                Demonstrated experience in financial policy development, business process management and financial ERP system management

·                Proven leadership in corporate project and portfolio management within a large complex environment

·                PMP certification would be considered an asset

·                Experience in ensuring proper research, evaluation and consultation is performed to develop new financial strategies and procedures

·                Proven experience in establishing systems of financial management and internal control
