Senior Budget Analyst

The AGLC is looking for a dynamic, professional individual to join our Finance branch. Reporting to the Manager, Financial Planning and Analysis, the Senior Budget Analyst provides advice, influences and supports the preparation and management of budgets, forecasts and reporting for an assigned portfolio that includes capital plans, short and long-term financial planning, and revenue and expenditure forecasting. 

The position works closely with assigned business units to provide technical, analytical, consultative services regarding financial planning and budgets, and to ensure alignment with AGLC’s strategic, business and operational plans.  The Senior Budget Analyst monitors and tracks revenue and expenses throughout the year to provide client groups with direction and analysis to optimize savings and provide effective financial planning.  The position plays a key role in compiling and preparing financial planning and budget documentation and analysis for the Executive and the Board including the preparation of the 3-year fiscal plan.

As a member of the unit, the Senior Budget Analyst provides recommendations to optimize and improve internal financial guidelines, processes, practices and policies. As well, there is complexity in the financial planning and budget aspect as each business area has its own uniqueness and challenges in delivering its program mandate.  The position demonstrates flexibility between portfolio needs and process requirements while adhering to generally accepted accounting principles and international financial reporting standards.

The successful candidate will require the ability to extract, understand and interpret data from financial systems and possess strong problem solving, analytical, time management and organizational skills. Strong communication and interpersonal skills are also required to maintain positive relationships and build consensus and to provide training to a variety of audiences. This position will require flexibility in setting and changing priorities in order to meet critical deadlines and have the ability to work independently as well as in a team environment.

SKILLS/QUALIFICATIONS

The position requires a CPA with a minimum of 3 years of progressively responsible and directly related experience. Equivalencies may be considered if the candidate has a university degree, as noted above, plus 5 years progressively responsible related experience, or related diploma and 7 years of directly related experience.

The position requires advanced knowledge and understanding in the following areas:
• Financial software applications and modeling tools including Microsoft applications  (i.e. Excel, MS Word)
• Accounting principles, financial planning and budget processes, and financial procedures
• Financial management including Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS), internal controls, auditing principles and techniques
• Knowledge of GOA financial/accounting legislation, policies, processes and systems would be considered an asset
