Senior Manager, Finance & Enterprise Risk

The Credit Union Deposit Guarantee Corporation provides risk-based regulatory oversight and a deposit guarantee to enable a safe and sound credit union system in Alberta.  This is a unique opportunity to work in a regulatory environment within the financial services industry.

Reporting to the Chief Financial Officer this position is responsible for providing leadership for the Corporation’s financial reporting processes in accordance with International Financial Reporting Standards, legislation, and the Corporation’s policies; lead and manage the Corporation’s Enterprise Risk (ER) program; and working with team members to ensure our responsibilities under the Credit Union Act related to guarantee deposit are met.

 

THE POSITION

Financial Management

  • Develop the annual operating and capital budgets, financial forecasts and monitor performance in relation to the budget
  • Oversee the production of corporate financial reports, tax filing, legislative reports, and all General Ledger related activities
  • Ensure compliance of investments with internal policy, monitor and report on performance of investment and investment manager
  • Monitor banking activities and ensure adequate cash flow to meet Corporation’s needs
  • Provide oversight to payroll, expense claims and other purchasing activities/processes

Corporate Enterprise Risk Management

  • Responsible for the Corporation’s ER Program to ensure relevance and consistency with international standards and frameworks
  • Lead the annual review of the ER policy, including validation of risk appetites and tolerances
  • Chair the Executive Working Group meeting, collaborate to develop and implement risk response strategies and actions plans
  • Lead integration of enterprise risk into the strategic and business plan development process

Guarantee Deposits

  • Monitor deposit guarantee fund size and make recommendations on assessment rates
  • In collaboration with others, research, review and determine financial assistance, if any, that may be required
  • Administer dissolving credit unions including finalization of outstanding transactions and filing of tax returns
  • Review assessment notices and administer unclaimed balances, in accordance with legislation and internal policies
  • Provide support to CFO in evolving the Corporation’s deposit insurance program

Insurance, Contracts and Procurement Management

  • Review, establish and confirm the Corporation’s insurance requirements, negotiate and recommend purchase of appropriate insurance terms and coverage for the Corporation, and manage insurance claims where required
  • In collaboration with others, establish and manage procurement processes and controls to meet all relevant legislation, trade agreements and internal policies, including review for risk exposure and assistance in competitive procurement processes

 

THE PERSON

  • A Chartered Professional Accountant (CPA) designation is required, with 5+ years of progressive accounting experience.
  • A relevant designation in risk management is required, with 3+ years of relevant experience in enterprise risk programs and functions.
  • Direct experience in supporting strategic planning and execution 
  • Direct experience in the development, interpretation and administration of policy
  • Strong knowledge and application of GAAP, governance/ internal controls and compliance required
  • Excellent verbal and written communication skills
  • Strong attention to details, problem solving capabilities, proven research and analytical skills
  • Strong understanding / knowledge of insurance, contract management, and competitive procurement processes
  • Ability to manage multiple priorities, changing deadlines and work as a team in a small, collaborative environment
  • Well-developed computer skills particularly in MS Office Suite, Dynamics 365, Adobe PDF and working knowledge of Enterprise Risk Management software tools
  • Understanding of/ experience with the credit union system or financial institution is an asset
