Manager Accounting - Payroll

General Accountability:

The Manager, Accounting - Payroll is responsible for the Payroll functions of all employees as well as the development, daily maintenance, integrity, and operations of a diverse range of systems. The Manager, Accounting - Payroll provides strategic direction, supervision and leadership within the Payroll department. In conjunction with the Executive Director, Financial Services, the Manager is responsible for development and implementation of internal controls as well as processes to ensure integrity and accuracy of the financial accounting systems (particularly in the areas of Payroll), while maintaining a high level of customer service for the University's internal and external customers.

Organization and Structure:

The Manager, Accounting - Payroll reports to the Executive Director, Financial Services and has direct supervision of the transactional processing areas of the Payroll function.

This position is an integral part of the senior Financial Services team and works collaboratively with all Directors and Managers, on the team, to achieve the strategic and operational goals of the Financial Services division and the University. Specifically, the team is responsible for the full scope of financial services and will work together to prepare financial statements, analysis, internal and external reporting, review and implement new systems, business processes, procurement, warehousing and internal controls.

Nature and Scope:

The Manager, Accounting - Payroll is responsible for providing analysis, advice and business support to all levels of management including financial analysis, variance analysis, reporting, collective agreement application and interpretation, and ensuring compliance through current knowledge of applicable tax and payroll legislation and regulations.

The scope of this position includes ongoing assessment and streamlining of services provided to all staff that require the services and support of the Financial Services department, however, the primary group will include: Employees and Managers.

MAJOR RESPONSIBILITIES

  1. Responsible for the daily operational functions and the long-term planning for the Payroll and services to ensure congruency with TRU's vision and the achievement of the Financial Services Division goals and objectives.
  2. Responsible for the supervising, directing, hiring, terminating and evaluation of staff.
  3. Oversees and manages the University's Payroll Function, by working collaboratively with various other departments specifically Human Resources.
  4. Manages collection, timely remittance, and reporting to meet federal and provincial regulations.
  5. Provides oversight, support and direction to ensure compliance with applicable laws, government regulations, professional practice, labor standards, collective agreement compliance, payroll legislation and regulations and associated reporting requirements.
  6. Collection and analysis of data to enable monitoring and forecasting of expenditures for all members of management and external reporting requirements.
  7. Investigate and facilitate best practice methodologies for TRU by providing tools to enable self-sufficiency and operational efficiency.
  8. Establishes key performance indicators and benchmarks that are consistent with other universities and public sector operations.
  9. Assists in the preparation and review of financial statements, reports and other items including monthly, quarterly and year-end working papers, continuity schedules and other reports.
  10. Ensuring the maintenance of historical Payroll record archives in compliance with legislation and TRU policy.
  11. In conjunction with the Executive Director, Financial Services and the Financial Services team, review, develop, monitor and amend systems procedures and business processes to ensure internal controls are appropriate, functional and operational and processes are streamlined and efficient.
  12. Other duties, reports or assignments as delegated or assigned.

Qualifications and Experience:

  • Canadian Chartered Professional Accountant (CPA) designation or,
  • Bachelor's Degree and completion of Certified Payroll Manager (CPM) designation from the Canadian Payroll Association
  • Minimum 5 years' managerial experience in a complex computerized accounting environment
  • Equivalent combination of education and experience may be considered

  • Knowledge of Canadian Tax law and British Columbia labour standards

  • Demonstrated ability to manage, lead and motivate staff to achieve goals

  • Strong written and verbal communication skills
