Elk Island Public Schools is looking for an individual who can provide guidance and support to school administration on budget and financial matters, train on processes using a variety of different methods, and mentor school bookkeeper to further develop in their roles. Your accounting knowledge and supportive nature will allow you to succeed in this dynamic work environment.

As an integral team member of Financial Services, the Analyst plays an important role in helping to achieve both the Division and department goals.  This position works directly with the Director to provide leadership, coordination and mentorship in the Budget team within Financial Services.  The incumbent provides guidance and support to Schools and Departments with the accounting, monitoring and development of budgets while ensuring appropriate internal controls and procedures are followed. The Analyst also coordinates financial accounting and reporting activities with other Financial Services team members.

Commencing January 2, 2020

40 hours per week (Monday to Friday- 8.0 hours per day) (Year Round Position)

Compensation Rate: $39.37 to $47.77 per hour

Responsibilities include:

  • Contact for department and school administrators and finance contacts regarding financial processes and procedures, including reviewing operating budget financial positions and assisting with financial projections.
  • Review accounting procedures and processes in accordance with Board Policy, Division and administrative procedures, and provide recommendations for improvements.
  • Review internal controls on a regular basis and advise of potential risks, as well as improvements that can be made. Create, and support others in creating, adequate documentation for processes (including desk manuals and procedure guidelines).
  • Assist with audits for school and departments and make recommendations when necessary.
  • Assist with planning, development, reconciliation, consolidation and maintenance of the Division’s budget and fee management system policies and procedures in accordance with Board Policy, Division administrative procedures, Alberta Education guidelines and Provincial legislation.
  • Provide and develop accurate, effective and timely management reports, to support variance analysis, forecasts, budget monitoring and planning for schools, departments and the Division.
  • Coordinate the development and delivery of in-service training to schools and departments regarding financial processes and controls.
  • Assist with planning, coordination and completion of interim and year-end financial accounting processes, including: monitoring of accounting staff responsibilities to ensure deadlines are met; completion of working papers for audit; responding to audit inquiries and preparing additional analysis and reports requested by auditors; preparing and reviewing audited financial statements, unaudited schedules and note disclosures.
  • Complete and review monthly and year-end financial processes and reporting to ensure both are timely, accurate and in accordance with Canadian Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB) standards, Alberta Education Guidelines and relevant legislation.
  • Work with systems analysts, internal and external, to identify and resolve system issues.
  • Lead and/or assist with systems projects to ensure that the financial accounting systems meet the needs of departments and schools, and provide the information required for financial reporting purposes and budget monitoring.

Education and Experience: (Equivalencies will be considered)

  • Minimum of 5 years’ related experience, preferably in public sector
  • CPA designation
  • Previous school board experience would be an asset.
