Site Controller
Job Purpose:
Overall accountability for financial reporting, budgeting, and margin calculation, procurement, information technology and warehouse activities.
Responsibilities and Accountabilities
The roles and responsibilities of the Joffre Site Controller are as follows:
As Controller responsibilities include:
Overseeing the accounting functions at the site to ensure accurate financial results
Execution of the financial elements of the NOVA agreements
Formulation and establishment of accounting policies, procedures and systems to ensure timely and accurate reporting
Ensuring reported results comply with generally accepted accounting principles/ IFRS standards
Provide financial analysis as needed, in particular for capital investments, coding decision, and contract compliance
Coordinating the provision of information to external and internal auditors
Championing internal controls and financial assurance
Filing of regulatory reports for external agencies (Statistics Canada)
Support Lacombe County, Alberta, and federal tax filings
As SAP Business Leader for the site:
Coordinate and Support SAP solutions and upgrades
Ensure SAP meets business needs of the site
Authorize users access and define user roles and authorizations
As Finance Manager
Review economics and provide oversight on the financial justification of growth and profit improvement capital projects
Manage and coordinate site fixed and variable budgeting process
Ensure month end close obligations are completed accurately and on time
Represents site within financial community
Initiate and lead the optimization of accounting systems and work processes
Monitor and analyze monthly operating results (fixed, variable, and capital) against site budget
Budget, forecast and analyze fixed operating costs for the Administration, Finance, IT, NOVA, and Procurement cost centers
An ambassador for change at the site:
Creating a site culture based on challenging discretionary spend
Lead best practice sharing among the sites
Drive the implementation of fixed cost savings and benchmarking opportunities
Site lead for NOVA contract interpretation and compliance, including:
Review associated procedures and costs
Coordination of Audits
Active member of NOVA/INEOS Governance Board
Preparation and communication of Margin Distribution forecast
As a member of the site Plant Leadership Team (PLT):
Meet to discuss site fixed costs, approvals, lesson’s learned, regulatory compliance, R+ opportunities and new business
As requested, lead investigations relating to Joffre LAO Plant “non-perfect days
As requested, conduct safety site orientations on all new employees to the site (Contractor or INEOS)
Ensure direct reports meet the objectives established in site’s Performance Contract
Be the Public Information Coordinator for site’s EOC
Active member of Canadian Pension Plan Committee (CBAC)
Manage Procurement team, ensuring Procurement and Warehouse activities are adding value to the site. Value is measured by minimizing fully loaded costs for delivery of goods and services, providing just in time inventory, managing relationships with key vendors, facilitating/assisting in contract negotiations, and managing vendor selection process. Also provide back up for Procurement Manager in his absence with regard to having contracts reviewed by a lawyer.
Managing the IT Coordinator ensuring continuity, security, and performance of the IT services for the Joffre LAO Plant. IT services include desktop support, server maintenance, voice & data network services, application support services, projects, and IT security
Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures
Act as a role model within my team(s) for knowledge sharing, mentoring individuals, and coaching for high performance
Manage GHG environmental performance credits (EPC’s) as needed. Buy and sell as needed.
Act as an Officer (Secretary) of INEOS Canada Company and INEOS Canada Investment Company

Demonstrated ability to influence all levels of management within INEOS to achieve buy-in on a procedure, process, purchase or agreement

Line Management Responsibility:
Reports to the CFO, INEOS Oligomers Global business and to the Site Manager, Joffre LAO Plant
Member of Plant Leadership Team
Interacts with all levels within INEOS Oligomers, peers within financial community, and NOVA Chemicals
Leads a team of seven, including two degreed professionals, one financial analyst (diploma), one accounting technician (AP), two buyers and one warehouseman.
Required Skills, Certification, Physical and Cognitive Requirements and Key Competencies of Candidates.
Bachelor of Commerce Degree in Accounting or equivalent business experience and 10+ years of progressively responsible experience for a major company. Preference would be given to candidates with an accounting designation (CPA, CMA, CGA)
Physical Requirements:
While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands. The employee must walk, stand and travel by car, airplane or other means.
The must be able to work in a variety of environments that include both fieldwork and deskwork. Minimum requirements include:
Maintaining constant awareness of personal safety and the safety of all other personnel. This includes knowledge of unit operation, procedures, and rules.
Being able to work in a safety sensitive environment that includes large rotating equipment and hazardous chemicals.
Must be able to withstand both winter and summer temperatures while wearing the appropriate personal protective equipment.
In addition, must be comfortable working in a loud environment that could include exposure to fumes / odors or vibration from surrounding equipment.
Being able to climb and descend stairs up to a total structure height of 80 feet.
Being able to pick up a 50 lb object such as a fire extinguisher or a large book/binder.
Being able to work at a desk and operate routine items such as a computer and calculator.
Hearing:
Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make discriminations in sound.
Work Environment:
This job is performed mainly in a temperature controlled office environment. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement.
Cognitive Demands:
Strong capability of conscious mental effort or concentration required. Complexity of tasks is high due to uncertainty and unpredictability, in the plant setting, and in a plant outage. Considerable attention required, possibly for extended periods of time.
