Job Summary

Paul First Nation is located about an hour west of Edmonton, occupying a beautiful tract of land along Wabamum Lake, Alberta. The Nation has approximately 1900 members with just over 1100 living on reserve. We are looking for an experienced leader with strong business/finance acumen who will join our Senior Management Team and play a key role in leading our Finance Department. The Director of Finance is responsible for a broad scope of responsibilities including analysis of financial information, providing sound financial advice, and identifying and recommending solutions that impact day-to-day and long-term operation and strategic goals.

Key Responsibilities

  • Provide sound professional accounting and financial expertise, direction, planning, objectives, and goals to other Senior Managers in the coordination of the finance and reporting process;
  • Establish and direct the annual budget development process;
  • Work directly with program managers to assess program financial needs, requiring a detailed assessment of existing financial funding arrangements;
  • Review and ensure the formula funding for the Nation School, Society Development and Municipal Services adequately provides the resources necessary for the provisions of these programs;
  • Coordinate the development of the Nation’s submissions to ensure requirements for additional resources are identified and proper requests submitted;
  • Work closely with the core financial group to ensure accurate use of Government financial system (SAGE; ACCPAC);
  • Establish policies and procedures to ensure third party funding opportunities are maximized;
  • Provide supervision to the Compensation Benefits Officer, Accounts Payable Clerk, and the Senior Accountant;
  • Develop and implement departmental standards and procedures to efficiently, accurately, and effectively process data to minimize errors and maximize the ability to identify the accountability center through referencing;
  • Assist in the preparation of public accounts;
  • Provide reports as required by legislation or otherwise by Chief and Council on a monthly, quarterly, yearly and “as and when” basis of the departmental expenditure revenue and balance sheet activities;
  • Assist with the annual audit of the Nation by the appointed auditor and any internal auditing requests made by Chief and Council
  • Develop, analyze, and interpret financial legislation, regulation, policies and directives issued by the central agencies of the Government and advising of their impact on current and proposed programs and existing management practices;
  • Develop, implement, and maintain a responsive, flexible, and department specific financial coding structure indicative of the department’s activities, tasks, and goals;
  • Ensure the continuous monitoring of the budget plan, investigating variations and taking corrective action as required;
  • Ensure the preparation of reconciliation on a monthly basis of all program and funds;
  • Coordinate monthly headquarters and regional variance meetings to communicate, educate, and initiate feedback of the financial information presented;
  • Coordinate and educate the relevant staff in preparation of financial reporting for all Government of Canada funded programs and other Third Party funded programs;
  • Ensure budget variance reports are provided to all responsibility centers, ensuring the accuracy, timelines, and relevancy of the information to communicate with, coordinate, and educate the program delivery sections;
  • Responsible for supporting the Human Resources Process within the department by assisting with new staff selection and orientation, and establishing the Department’s procedure to ensure new hires are properly entered into the Nation’s financial system in a timely manner;
  • Initiate and implement staff development by providing continuous education and updates to personnel through communication, workshops, conferences, and the promotion of feedback while acting as a mentor for the finance staff within the department;
  • Participate in a number of special initiatives internal and external committees.


  • Recognized Accounting Designation (CA/CPA/CMA/CGA)
  • Member in good standing with a governing professional body
  • Bachelor Degree, preferably in Administration or Commerce
  • Minimum five (5) years experience in a senior financial leadership role within a First Nation

Knowledge, Skills and Abilities

Strong financial acumen with experience in accounting, auditing, budgeting, payroll, and financial planning

Experience working with federal, provincial, and other Funders

Proven leadership and mentorship skills

Exceptional communication and team-building skills

Knowledge of all federal and provincial legislation applicable to First Nations Band administration

Strong conflict management and problem-solving skills

Sound judgement, tact and high degree of integrity and dependability

Ability to deal with complex and confidential issues and to make effective and timely decisions

Knowledge of, and respect for, indigenous culture, customs, traditions and challenges
