The Senior Cash Management Advisor provides in-depth financial analysis, reporting, and internal control expertise to contribute to the cash management services for Strathcona County. 

This position leads and coordinates the implementation, maintenance, and review of treasury models, structures, and processes to ensure internal and external financial requirements are met.  In addition, this position partners with senior financial staff to coordinate and oversee the provision of critical financial analyses to inform the County’s decision makers about the management of its cash forecasting, financial securities, investment and banking operations. 

Responsibilities

  • Provide professional financial accounting, reporting, and complex analysis to assist the Manager of Treasury and Risk Management in the planning and delivery of comprehensive treasury cash management services for Strathcona County
  • Provide oversight and direction regarding the investments and cash flows ensuring appropriate internal controls, accounting treatment and operational funding requirements
  • Engage and liaison with third party investment experts as required
  • Provide oversight and direction regarding the County’s banking and payment methods ensuring appropriate internal controls, reconciliations and compliance to external payment regulation requirements (PCI)
  • Oversee the holding, tracking, accounting and reporting of financial securities and deposit liabilities and associated interest allocations
  • Review, recommend, and implement internal and external financial reporting requirements for cash management functions to contribute to continuous improvements in reporting and process
  • Provide guidance to Directors and financial staff to ensure consistency in cash management operations across all County Departments
  • Attend presentations to Executive Team and Council to provide detailed information, respond to inquiries, and identify follow-up items in relation to cash management
  • Research and analyze best practices across municipalities to develop improvements and efficiencies 
  • Ensure compliance with regulatory requirements, including Public Sector Accounting Standards (PSAS) and the Municipal Government Act (MGA)
  • Establish and review accounting processes to ensure compliance with policy, standards, and agreements for treasury functions
  • Provide strategic financial accounting expertise to facilitate management of Treasury cash management activity, including investments, cash forecasting, cash handling and banking, financial securities and liabilities decisions
  • Provide supervision, training, and regular feedback to enable success for staff in fulfilling responsibilities and preparing accurate and timely financial information

Skills and Abilities

  • Knowledge of relevant provincial legislation, public sector accounting standards, and municipal policies and procedures
  • Strong strategic, critical thinking, analytical and problem-solving skills, with the ability to exercise sound judgement and work under pressure
  • Excellent interpersonal and relationship management skills, with the ability to interact effectively with various teams and within a political setting
  • Excellent verbal and written communication and presentation skills
  • Proficiency with Microsoft Office, business software and financial information within an integrated ERP system
  • Ability to provide leadership for the development and management of corporate financial analysis and reporting, financial process, accounting systems, including establishment of policies, procedures, and guidelines in accordance with legislation

Qualifications

  • A university degree and a professional accounting designation (CPA) and a minimum of Seven years of related experience
  • Financial investment certification or Treasury professional certification would be an asset
  • Experience in a municipal or similarly complex environment is preferred
