Interested in providing strategic and financial expertise and advice to the Infrastructure and Planning Services Division within Strathcona County?  

Here is an exciting opportunity to lead and influence the direction of the Infrastructure and Planning Services Division by interpreting financial and non-financial information and exercising critical thinking to provide strategic recommendations to the divisional leadership team. 

Reporting to the Manager of Financial Coordination, you would be responsible to lead the divisional processes for business and financial planning and financial management, as well as promoting alignment to corporate objectives, community priorities, and corporate financial standards and policies.  

Responsibilities 

  • Coordinate and collaborate with corporate process owners for business planning, budgeting, financial accounting, reporting, and treasury management 

  • Provide strategic advice on business planning and budgeting for the division 

  • Consolidate and summarize divisional budget submissions for Associate Commissioner review and approval 

  • Develop, implement and lead processes to ensure period-end accounting is complete 

  • Provide advice and guidance on the interpretation and application of accounting standards and financial policies 

  • Partner with divisional and finance staff to provide advice, leadership and financial oversight of complex financial models used to develop offsite development levies and utility rates  

  • Provide guidance, direction and leadership to the divisional finance team and staff in departments 

  • Lead and/or participate on major projects and participate in various internal and external committees as divisional representative 

  • Partner with corporate process owners and department stakeholders to ensure internal controls are in place, documented and are in alignment with corporate control objectives 

  • Support the Manager of Financial Coordination, Director of Corporate Finance and other senior divisional staff in achieving the goals of the branch, department and County 

Skills and Abilities 

  • Strong strategic, critical thinking, analytical and problem-solving skills 

  • Excellent interpersonal and relationship management skills, with the ability to interact effectively and provide direction, training and coaching 

  • Excellent communication and presentation skills for recommendations and reports to management teams, Executive Team and Council 

  • Ability to work under pressure, manage a variety of projects and initiatives simultaneously, and meet tight timelines  

  • Ability to diplomatically and effectively liaise and consult with internal and external stakeholders 

  • Proficiency with Microsoft Office, business software and financial information within an integrated ERP system 

Qualifications 

  • Professional Accounting Designation (CPA, CGA, CMA, CA)  

  • Post-Secondary Degree with a minimum of 7 years of relevant post designation experience or Diploma with a minimum of 9 years of relevant post designation experience  

  • Knowledge and understanding of Public Sector Accounting Standards 

  • Sound understanding of software and financial information/integrated ERP systems 

  • Municipal experience would be considered an asset
