This posting is for a one-year temporary, full-time position

The Business Operations Financial Advisor leads the implementation, maintenance and review of recreation management software (RMS). In addition, this position partners with senior branch and department staff in the provision of critical financial analyses to inform and provide sound evidence to department decision makers about the management of its operating financial resources.

A distinct requirement of this role is to provide accountability and support business development, enhancements and change management. Expert knowledge of Recreation, Parks and Culture facilities and open space operations will be relied upon to provide recommendations for department efficiencies, priorities and project management.

Responsibilities

  • Collaborate with department leaders to coordinate the statistical and financial reporting of recreation systems software including key performance indicators and adhering to the appropriate financial reporting standards to support evidence-based decision making
  • Provide revenue and deferred revenue accounting expertise for approximately $21M processed through the Recreation Management System to ensure financial accuracy and compliance with PSAS and revenue recognition
  • Provide business and systems financial expertise for the development and ongoing maintenance of memberships, admissions, programs and facility bookings as related to the Recreation Management systems to meet business objectives and department goals and initiatives
  • Act as a lead project team member or provide subject matter expertise for all recreation system upgrades, system enhancements and/or additional department or corporate projects as assigned
  • Participate as the financial lead on RPC Committees (Intelligenz, Business Line committees, etc.) to provide expert knowledge on complex processes, policies and recommend strategies to achieve committee goals and financial objectives
  • Internal Control and Compliance Advisor including overseeing the facility financial operations and monitoring the adherence to department developed guidelines that support corporate directed procedures and policies
  • Assist with the financial planning and operating budgets for assigned business operation areas which includes providing budget information, trends and variances
  • In collaboration with the Accounting Services Coordinator, integrate the reporting of the business operations, recreation systems and department financial results

Skills and Abilities

  • Extensive knowledge of accounting and financial planning, management, analysis, reporting, and accountability theories, concepts and techniques
  • Management accounting system support for strategy, organization behaviour and goal congruence
  • Significant and comprehensive knowledge of GAAP, CICA Public Sector Accounting Handbook and Auditing Board standards
  • Extensive understanding of financial internal controls and systems
  • Ability to make effective decisions, solve problems, and provide recommendations within a political setting
  • Ability to work under pressure, manage a variety of projects and. initiatives simultaneously, while regularly meeting tight deadlines
  • Excellent interpersonal and relationship management skills, including ability to lead teams and cross-department workgroups to achieve department and corporate goals
  • Excellent communication and presentation skills to provide accurate, clear and concise recommendations and supporting analysis in written and oral presentations to Council, Executive Team, Director and senior department representatives
  • Advanced excel experience and the ability to interpret and manipulate financial and statistical data in efficient and agile ways to support decision making, planning and strategy
  • Experience in a dynamic and complex environment, with responsibility for full-cycle accounting, reporting, budgeting and forecasting

Qualifications

  • Chartered Professional Accountant or equivalent accounting designation and at least five years relevant and progressively responsible professional experience
  • Experience leading, managing and developing high performance teams
  • Experience with implementing, maintaining and reporting on recreation management systems and/or accounting systems
  • Project management, business process management and change management experience is desired
