Alberta Petroleum Marketing Commission

 

The Alberta Petroleum Marketing Commission (APMC) was created in 1974 by the Petroleum Marketing Act. It is a provincial Crown corporation and an agent of the Government of Alberta. APMC was initially responsible for marketing Alberta's conventional crude oil royalty, developing prices used in royalty calculations and other energy related activities.  In 2012, the APMC’s mandate was expanded to include assisting in the development of Value Added activity in Alberta's petroleum sector, such as the development of the Sturgeon Refinery as well as new energy markets and transportation infrastructure.

Within the energy sector, APMC operates as the commercial arm of the Government of Alberta. Additional activities that the Commission is involved in:

  1. Marketing the Crown’s conventional oil royalty received in kind and setting prices used in the valuation of the Crown royalty share of natural gas, natural gas liquids, and sulphur.
  2. Adding value to Alberta’s energy resources through engaging with the Sturgeon Refinery, exploring new opportunities within the energy sector, promoting knowledge and transparency, and providing strategic advice.
  3. Expanding access to global energy markets by assessing the development of new market and infrastructure for market access and expansion.

APMC is accountable to and receives policy direction from the Minister of Energy in the Government of Alberta.

Mandate

Reporting directly to the Chief Financial Officer, the Controller is a key role within the finance department, and leads the coordination/development of the budgeting process, including corporate submissions and detailed departmental summaries to support the organization’s objectives. 

The Controller will identify and monitor key financial indicators to gauge performance, identify trends, and suggest strategies that can impact results. With a view to the big picture, they will constantly be imagining future scenarios, and creating strategies to continuously improve.

The Controller will participate in operational leadership teams; develop proactive solutions to business problems including proposing mitigation strategies by identifying business risks as they arise and lead the financial reporting and monthly balance sheet review providing accurate and timely financial reports/analysis to various stakeholders. They will manage monthly, quarterly, and annual financial reporting requirements for Business Units and provide financial advice to project managers, department leaders, and senior management in matters of budgeting, financial analysis and reporting, risk management, tax compliance, etc.

Responsibilities

  • Oversee and coordinate the monthly, quarterly, and annual reporting requirements of the APMC, including mentorship of staff
  • Participate in the development of and support the company’s strategic plans, including the development and achievement of financial benchmarks, metrics and other KPIs in line with strategic goals
  • Act as a change agent, evaluating the current processes and procedures of the accounting team, developing efficiency improvements and implementing these improvements across the organization
  • Monitor the financial performance of the company and develop and maintain an effective system of financial controls over all financial data in accordance with the organization’s procedures
  • Coordinate the prepare annual operating budget process, corporately and with business units
  • Liaise with the Office of the Auditor General to assist with annual audit of APMC’s financial statements;
  • Responsible for all statutory reporting requirements being met (tax, legal, etc.).
  • Support New Business Developments and initiatives with required financial accounting interpretations, processes and analysis.
  • Prepare ad hoc queries as requested by leadership team.

Experience

  • Bachelor’s Degree in Business, Accounting, Finance or related discipline
  • Accounting designation (CMA, CGA or CA), or an equivalent combination of related experience and education
  • Minimum 10 years accounting experience in a controllership or senior financial management role
  • An internal controls expert, who is very knowledgeable in oil and gas sector and possesses a strong understanding and working knowledge of international financial reporting standards
  • Demonstrated experience in working in a dynamic environment dealing with complex issues while supporting and mentoring staff

  • Must be able to effectively prepare information for presentation to groups, executive leadership and government audiences.
  • Proficiency in Microsoft Office including Word, Excel, Access, PowerPoint, and Outlook, experience with Dynamics preferred
  • Proven ability to prioritize and meet critical deadlines.
  • Impeccable analytical and organizational skills
  • Ability to work closely with a senior management team
