The Role

The Financial Services Branch provides leadership to ensure that the organization is financially sound, accountable and transparent in managing public funds.  The primary focus of the Branch Manager is to provide sound fiscal policy, steward the financial processes at the City of Edmonton and provide strategic financial support to the City’s program and service areas.  The Branch Manager leads a team of approximately 225 staff covering five distinct sections which will include  Corporate Accounting, Policy and Reporting, Financial Operations, Business Financial Analytics, Utilities Regulation, and Special Projects.

First year goals and deliverables:

  • Continue to provide leadership, oversight and financial stewardship for the administration and management of fiscal compliance 

  • Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurement  

  • Continue to collaborate with the Executive Leadership Team, Department Leadership Teams and business partners to provide strategic advice, leadership and analysis that ensure informed decision making with respect to the financial management

  • Integrate multi-disciplinary teams to work collaboratively with stakeholders supporting corporate priorities 

  • Understand complex municipal subject matter and build influential relationships with Council, external agencies, orders of government, community organizations, and internal departments and branches

  • Apply an equity lens, such as GBA+, to the development and review of policies, practices and frameworks

 

What does success look like?

 

  • Apply knowledge or training and/or education in Commerce, Business Administration, or other related disciplines.  A Master’s Degree in a related field is considered an asset

  • Professional Accounting or Finance designation is required (Chartered Professional Accountant (CPA), Chartered Financial Analyst (CFA) or other related designation)

  • Apply your experience providing strategic leadership in large, diverse organizations in either private and public sectors, including strategic development in a large organization

  • Lead and motivate teams while building healthy,  respectful and inclusive workplace environments that enable staff to reach their potential while strengthening organizational capacity

  • Demonstrate your knowledge of the principles and practices of municipal accounting and public finance

  • Operate as a strategically agile leader able to anticipate business opportunities and influence enterprise-wide policy planning and initiatives

  • Demonstrate strong political acumen and awareness of the reputation of the City, departments, and the branch when communicating with internal and external stakeholders

  • Influence initiatives without positional authority

  • Act as a change agent and a catalyst for the delivery of change while inspiring staff and colleagues at all levels in all roles

  • Apply exceptional presentation skills; ability to present effectively to City Council, public meetings, media, and other stakeholders

  • Present complex ideas to diverse audiences, build positive relationships and establish clear expectations 

  • Demonstrate service excellence, embracing diversity and promoting inclusiveness
