The Manager, Financial Reporting and Operations will apply a broad range of financial knowledge and experience as they lead, develop and implement strategies, operational plans, and oversight over various aspects of financial reporting and finance operations at the AER.  The role provides oversight over a number of financial functions ensuring financial reporting, accounts and transactions are in accordance with Public Sector Accounting Standards and Government of Alberta directives and policies.  In addition, the role has oversight over the maintenance of the financial control environment, audit coordination, AER levies and financial systems. As part of their responsibilities, the manager leads and develops staff, ensuring they are trained, supported, challenged and deliver quality products and services. 

Your Key Responsibilities:

  • Lead a team of 6-8 direct reports that work as a cohesive unit by delegating responsibilities & assignments, providing clear direction for the team and across the organization.  Communicate and enforce relevant financial policies and procedures throughout the organization. Develop team members through coaching, training, goal setting, providing ongoing feedback, and recognition.
  • Develop strategy, plans, communications and maintain operational oversight over:
    • External monthly, quarterly and year-end financial statements and management discussion & analysis;
    • Interpretation and adherence with Public Sector Accounting Standards;
    • External audits of AER and pension fund financial statements;
    • Development, implementation, monitoring and operation of timely and effective systems (IT & business), policies, processes, procedures, and internal controls.
    • Testing of internal controls over financial reporting;
    • Provision of financial reporting information to the AER’s Audit and Finance Committee, Alberta Treasury Board, the Department of Energy, the Office of Auditor General and other stakeholders as required;
    • Issuance, collection, and enforcement of industry levies including the periodic review of levy models
    • SAP (enterprise-wide) and other Finance branch systems (e.g. Levy systems);
    • Capital asset accounting and stewardship over asset financial management;
    • Performance of ad hoc analysis, completing projects and other non-routine complex assignments as determined. 
  • Identify and contribute to the ongoing development and streamlining of the financial reporting and operations function and actively participate in discussions about process design, internal controls over financial reporting, organizational structure, and system utilization, including the potential implementation of a new ERP system.
  • Perform ad hoc analysis and complete projects and other non-routine complex assignments as determined. 
  • Assist the Director, Finance and Corporate Controller in the fulfillment of the Financial Reporting and Operations group’s responsibilities, tasks and initiatives on an ongoing basis.

Qualifications:

  • Bachelor of Commerce or an equivalent degree, coupled with Chartered Professional Accountant (CPA) designation is required.
  • 15 years of related experience in financial reporting and accounting, with at least 5 year's experience leading people.
  • Must be able to demonstrate past achievements in process optimization and internal controls.
  • Effective problem solving, analytical and decision-making abilities.
  • Strong written and verbal communication skills.
  • Proficient in the interpretation and application of accounting standards.
  • Demonstrated ability to lead, communicate, collaborate and work effectively in a fast paced and changing environment while maintaining strong interpersonal relationships.

  • The Alberta Energy Regulator (AER) has aligned with the Government of Alberta’s proof of vaccination requirements and has implemented a COVID-19 vaccination policy effective November 30, 2021. AER Hybrid Work Model Trial

  • Flexible work hours, while committing to being available during our core hours of 9:00am – 3:00pm

If you choose to participate in the hybrid model, you will:

  • Be provided with an AER computer or laptop when working in the office.
  • Need to have access to a personal computer when working from home (unless assigned an AER laptop - dependant on business need).
  • Have a high-speed internet connection with a minimum of 50 Mbps for downloads and 30 Mbps for uploads when working remotely.
