Assistant Vice President Finance

The Credit Union Deposit Guarantee Corporation is a not-for-profit public agency of the Government of Alberta that guarantees deposits and provides risk-based regulatory oversight to enable a safe and sound credit union system in Alberta.  Our primary roles include:

  • Providing a 100% guarantee of deposits held with Alberta credit unions
  • Regulating credit unions and enforcing the Credit Union Act
  • Revising, advising and directing credit unions on sound business practices
  • Monitoring credit union performance and implementing appropriate actions to improve performance and reduce risks
  • Establishing individual credit union loan approval limits and providing an appropriate adjudication process for loans that exceed these limits

We are currently recruiting for an Assistant Vice President, Finance (AVPFIN). This position reports to the Chief Financial Officer (CFO) and is responsible for all financial and fiscal management aspects of corporate operations. The position provides leadership and coordination in financial management, accounting, payroll and budgeting efforts of the Corporation. It is accountable for the management of the deposit guarantee fund, the performance of the Corporation’s investments and investment manager, review of the Investment policy, establish the Corporation’s insurance requirements, and manage procurement processes and controls. The AVPFIN has 4 direct reports and contributes as part of the management team.  This is a unique opportunity to work in a regulatory environment within the financial services industry.

THE POSITION

  • Analyze financial data and prepare regular financial reports, statements and projections for Board meetings, management, employees and external stakeholders
  • Establish and maintain effective financial controls and processes to support the accuracy of financial records, accounting and reporting
  • Supervise and motivate teams to produce high quality reports within tight timeframes and simultaneously manage several initiatives
  • Deposit Guarantee Administration – provide guidance to establish/maintain processes for quarterly assessments from credit unions,  actuarial fund model updates and make recommendations on the assessment rate, fund size target, and Corporate Investment Policy
  • Prepare and monitor the Corporation’s annual budget in collaboration with management
  • Liaison with external investment manager and investment advisor and review and report on investment management reports and compliance
  • Coordinate the annual external audit and assist in the coordination of internal audits
  • Enhance financial processes and procedures and continuously improve processes and reports
  • Manage relationships with external and internal auditors, investment manager and advisor, government, provincial counterparts and other stakeholders
  • Provide financial management support to other departments
  • Assist CFO in developing and implementing financial strategic objectives

THE PERSON

  • A degree in Accounting or Finance and a CPA (CA) designation are requirements.
  • A minimum of 7 years in managing an accounting and finance team is a requirement.
  • Experience with International Financial Reporting Standards (IFRS) is a requirement.
  • Experience in financial management and reporting, including accounting, budgeting, financial analysis and preparation of annual report
  • Experience in investment portfolio reporting and asset management.
  • Experience in the development, interpretation and administration of accounting policies and internal controls.  
  • Experience in federal and provincial tax and payroll regulations.
  • Requires high level of written and verbal communication and interpersonal skills, attention to detail, and effective time management skills. 
  •  Proven ability to promote a strong team environment with shared goals and objectives and developing a high performing team.
  • Committed to continuous process improvement.
  • Well-developed computer skills in MS Office Suite
  • Understanding of/experience with the credit union system or financial institutions,  is an asset
  • Facilitation, negotiation, presentation, conflict resolution and decision making skills
