The Accountant leads and coordinates all financial functions including operating and capital budget preparation, financial analysis and reporting (internal and external) and business planning functions in compliance with established policies, procedures, and guidelines. This role is key in providing in-depth analysis and recommendations on financial matters to the Director, Manager and Supervisors, assists the department in decision-making, achieving business plan and corporate goals and objectives and ensures effective, timely service delivery for both internal and external stakeholders.  

As a liaison for all department fiscal matters with the Community Services Divisional Coordinator and Financial Services, this position is also responsible for developing, implementing, and overseeing effective internal controls and efficiency measures to ensure effective use of taxpayer funding. 

Responsibilities 

  • Provide long term financial planning and create multi-year operating and capital budgets 
  • Provide leadership for development of detailed business cases to support requests for initiatives, staff increases and capital purchases 
  • Develop annual operating and capital budgets in compliance within approved service levels and financial requirements, as well as analyze actuals and trends (revenues and expenses) to aid in budget decisions 
  • Provide recommendations regarding the department's Fees and Charges schedule based on regional research 
  • Develop and maintain systems for monitoring, reporting, analyzing and forecasting capital and operating costs to identify trends, potential issues and provide recommendations for the management team 
  • Manage the financial reporting function to ensure accuracy of department forecasted revenue and expenses are within approved budgets 
  • Develop and maintain monthly, quarterly and annual variance analysis and reporting to guide management decisions for all cost centres within the department 
  • Compile statistical and financial data required to report on key performance indicators and measurements 
  • Manage the department's financial reserves and capital accounts 
  • Review and manage department financial activities associated with accounting, payables, receivables, p-card procurement, payroll and client invoicing to ensure accuracy and compliance with County policies 
  • Lead and coordinate the department fiscal year end process and prepare necessary analysis and reviews 

Skills and Abilities 

  • Experience in a dynamic and complex environment with responsibility for full-cycle accounting, reporting, budgeting, and forecasting; must be able to act as department subject matter expert in all areas of fiscal management 
  • Strong strategic thinking and analytical skills to perform financial analysis, solve problems and prepare financial reports and forecasts 
  • Excellent analytical and problem-solving skills to make effective recommendations within the department and within a political environment 
  • Ability to work independently and as a team member along with the ability to demonstrate initiative and resourcefulness 
  • Able to quickly shift priorities and meet deadlines while managing a variety of projects simultaneously 
  • Ability to deal with confidential and politically sensitive information in a discreet and professional manner 
  • Experience with Outlook, Word, Questica and Insight, as well as advanced Microsoft Excel skills and integrated accounting enterprise systems experience to produce reports, manage data and complete analysis  
  • Experience with the Oracle cloud-based enterprise resource management system and supporting staff as authorized users  

Qualifications 

  • Post-secondary Diploma or Degree combined with 3 to 5 years related experience preferably in a public sector environment 
  • Chartered Professional Accounting designation (CPA) or currently enrolled in a designation program  
  • Familiarity with public sector accounting, municipal government operations and Strathcona County financial policies, procedures and guidelines 
  • Thorough knowledge of GAAP, the MGA and County policies as they relate to the RCMP & Enforcement Services
