The Financial and Strategic Services department is looking for two Financial Specialists to join the Financial Operations team. This opportunity would enable you to apply and deepen your expertise in grants, off-site development levies, financial policies, accounting, budgeting, analysis, and reporting; substantially grow your financial expertise; and make an impact on enhancing the financial acumen across the organization. 

The Financial Specialist is the primary point of contact and subject matter expert in financial operations. The position is responsible for providing expertise, coordination and advice in the areas of: grants and off-site development levies, managing complex corporate financial models, maintaining and updating financial policies and procedures, providing financial analysis and reports, and providing training and advice to staff and other stakeholders.  

Responsibilities 

  • Manage all key grant activities for Strathcona County including grant opportunities, applications, tracking, and reporting 

  • Coordinate key stakeholders across different departments to complete the annual update of the Off-site Development Levy Rate Models and bylaws 

  • Provide guidance and advice to departments and corporate stakeholders on grants, off-site levies, financial policies, and other related matters  

  • Support the department management team with development, implementation and improvement of corporate financial standards, policies, directives, and procedures to ensure alignment with legislation and business operations.  

  • Conduct financial analysis for corporate projects and initiatives, and manage all insurance accounting for the organization 

  • Support the development, maintenance and delivery of comprehensive financial training to increase financial acumen in the organization 

  • Provide ad-hoc accounting support, analysis, research, and advice to various stakeholders as directed  

Skills and Abilities 

  • Knowledge of relevant legislation, public sector accounting standards, municipal policies and procedures 

  • Strong interpersonal and relationship management skills, including ability to interact effectively with various teams and cross-department work groups 

  • Excellent communication skills and ability to prepare accurate, clear and concise advice and supporting analysis in written and oral presentations 

  • Ability to work independently and demonstrate initiative and resourcefulness 

  • Effective organizational and time management skills to prioritize and complete work within timelines while ensuring strong attention to detail and accuracy 

  • Proficiency with Microsoft Office Suite, including intermediate to advance level of Excel 

  • Strong understanding of software and financial information/integrated ERP systems 

Qualifications 

  • Completion of a related degree and a minimum of three years of related experience OR a related diploma with a minimum of five years of related experience, preferably in a municipal environment  

  • Chartered Professional Accounting (CPA) designation completed or in progress is an asset
