Starting Salary:         $75,000 - $85,000 plus comprehensive pension and benefits

Hours of Work:          7.25 hours per day, (36.25 hours per week)

PSPP Corporation is the Administrator of the Public Service Pension Plan (PSPP or Plan) and the Trustee of the Plan fund. PSPP is a jointly sponsored multi employer defined benefit pension plan for employees of the Government of Alberta, public agencies, and specified universities.  PSPP has almost 90,000 members, 28 participating employers, and $17 billion in assets.  For more information on the Plan, please visit the Plan website.

 

PSPP Corporation is a provincial corporation established by the Joint Governance of Public Sector Pension Plans Act. As a provincial corporation PSPP Corporation is subject to public sector legislation governing Alberta provincial agencies. PSPP Corporation is governed by an eight-member Board of Directors.

 

PSPP Corporation is responsible for carrying out all responsibilities of a pension plan administrator under the Alberta Employment Pension Plans Act unless responsibility has been expressly assigned to the PSPP Sponsor Board. The PSPP Sponsor Board, consists of representatives of plan members and employers, and is responsible for determining Plan benefits, establishing the Plan Funding Policy, and for setting contribution rates. PSPP Corporation provides or arranges for all support necessary for the PSPP Sponsor Board.

 

PSPP Corporation contracts investment management services to Alberta Investment Management Corporation (AIMCo), a crown corporation.  PSPP Corporation establishes the asset mix and investment policies for the Plan fund and oversees the investment management services provided by AIMCo.

 

PSPP Corporation contracts pension administration services to Alberta Pensions Services Corporation (APS), a crown corporation. PSPP Corporation works with APS to establish service levels and oversees the services provided by APS to the Plan.

 

PSPP Corporation is responsible for communicating with Plan members and participating employers and maintains the Plan website.  PSPP Corporation also prepares the Plan and corporate financial statements, Annual Report and other communications. PSPP Corporation determines the actuarial assumptions to be used and arranges for actuarial valuations for the plan.  PSPP Corporation is also responsible for ensuring the Plan complies with all applicable provincial and federal legislation.

 

 

 

Recruitment is for a Compliance Officer

 

PSPP Corporation is the Administrator of the Public Service Pension Plan (PSPP or Plan) and Trustee of the PSPP fund.  Reporting to the Chief Finance and Risk Officer (CFRO), the Compliance Officer will be a key player in developing the Corporation’s compliance program’

The Compliance Officer contributes to the success of the PSPP Corporation team. The position plays a hands-on role in the full corporate compliance function.

 

The incumbent must demonstrate an ability to maintain professional, productive, and supportive working relationships. The incumbent must be able to work independently and in a team environment. This position is expected to identify opportunities for streamlining processes to enhance business processes.

 

This position regularly handles confidential and sensitive information. It is critical that the Compliance Officer exhibits a high degree of professionalism, tact, and integrity.

 

 

 

Qualifications:

 

  • Bachelor’s Degree in business, finance, or equivalent.
  • Completed courses in compliance and/or risk management would be an asset.
  • 3 – 5 years of proven experience in a compliance role.
  • A combination of equivalent education, training, and experience will be considered.
  • Candidates must obtain and pass a criminal record check.

 

Skills, Abilities & Knowledge:

  • In-depth knowledge of relevant governance and compliance standards along with a solid understanding of compliance and governance principles, tools, and methods.
  • Knowledge of the pension regulatory and governance environment, compliance requirements, and regulatory developments.
  • Ability to effectively manage projects, including planning, organization, and implementation phases.
  • Knowledge of privacy legislation, including FOIPP and PIPA.
  • Proficiency in Microsoft Office suite (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint).
  • Excellent analytical and communication skills.
  • Highly analytical with strong attention to detail.
  • Experience with defined benefit pension plan administration would be an asset.
  • Experience with oversight of external investment managers would be an asset.
  • Independence to organize and prioritize work.

 

 

RESPONSIBILITIES AND ACTIVITIES

 

Compliance

  • Develop, implement, and manage a compliance monitoring program:
    • Identify legislation and rules that Corporation is subject to and corresponding responsibilities.
    • Develop and maintain register of corporate responsibilities.
    • Develop process for verifying compliance with legislation and policies (responsibilities).
    • Develop compliance certificate format.
    • Sign off on quarterly compliance certificate.
    • Involve necessary individuals to resolve or escalate any non-compliance.
    • Make recommendations for remediation and/or next steps where appropriate.
    • Facilitate session with the leadership team to educate on compliance topics.
    • Advising management on possible risks.
    • Key role in overseeing the Code of Conduct reporting process and Whistleblower policy.
  • Oversee procurement process, including facilitating Request for Proposals.
  • Develop process to deal with privacy breaches:
    • Deciding which privacy breaches should be reported.
    • Develop process for corporate privacy breaches, including carrying out investigations, documenting and maintain records, and reporting to leadership.
  • Internal audit - working with the Manager of Corporate Accounting to:
    • Develop controls and protocols to ensure compliance with policies.
    • Conduct audits to ensure employee compliance with policies.
    • Conduct audits of system and file access.
    • Prepare reporting to the CEO/CFRO on audit results.

 

Governance

  • Identifying corporate governance protocol gaps.
  • Developing and drafting governance policies, including working with the CFRO on Human Resources policies.
  • Develop a business continuity plan and a disaster recovery program exercises for the Corporation.

 

Other Tasks

  • Support the Manager of Corporate Accounting as directed and cross training for the accounting and finance duties to include processing payables, producing quarterly finance reports, management of benefit programs and banking cash management.  Which can also include:
    • Assist in the onboarding of new hires. Main responsibilities include but is not limited to system and software accesses, issuance of office key fobs, distribution of forms, and issuance of equipment.
    • Assist with the preparation of annual filings, including annual information return for pension purposes and other reporting requirements.
    • Monitor and replenish office supplies.
  • Support the CFRO and Manager of Corporate Accounting with the Enterprise Risk Management Framework.

 

Miscellaneous

  • Lead the review of service contracts:
    • Review existing contracts and identify clauses or sections requiring amendment based on the needs of the Corporation.
    • Develop an approval process for exceptions, removal of clauses, amendments to amounts, etc.
    • Work with legal counsel as necessary.
  • Keep apprised of developments in and maintain compliance with applicable legislation and regulations.
  • Keep abreast of latest trends in compliance and governance.
  • Carry out special projects as delegated by the CFRO or CEO.
