Community Services Financial Analyst

We are currently recruiting for the right person to fill the position of Community Services Financial Analyst. Community Services is a broad and exciting division. It serves our citizens with services such as water, waste and electrical utilities, transit, fleet, recreation, public works, parks and community development services.  The environment is fast-paced, complex and relies on analytical and critical thinking minds to thrive. This position works as part of The Community Services Business Excellence team to provide financial guidance and expertise to staff and leadership. The position balances day to day responsibilities such as reconciliations, analysis and reporting with unique opportunities such as project participation, and input to policies and procedures. This position focuses on supporting the operations of utility rate model maintenance and analysis.  A high degree of initiative and independence is required in performing these duties while supporting the Department and the Division. As our preferred candidate, you will have:

  • Completion of a four-year degree with a focus in accounting. Preference will be given to CPA Candidates in pursuit of a designation.  Equivalent combination of education and experience may be considered
  • Minimum three years of related accounting experience, working with complex financial applications,  and performing accounting duties throughout an accounting cycle
  • Working knowledge of financial and rate design models and of Job Cost Accounting practices
  • Knowledge and understanding of GAAP (generally accepted accounting principles) and PSAB (public sector accounting board)
  • Capable of entering data efficiently and accurately. Knowledge of basic office, accounting and filing procedures and equipment
  • Expert in Microsoft Excel and proficient in other Microsoft Office programs (Word, Outlook, PowerPoint, Visio). Experience required in working with large financial software systems.  Experience with JDE, Tempest, City Wide Public Sector, and Infor Hansen Work Management would be an asset
  • Ability to perform financial and budgetary analyses, prepare complete financial reports and complex account reconciliation
  • Able to problem solve and communicate, both verbally and in writing, with a variety of internal and external stakeholders
  • Ability to work independently and to demonstrate initiative and resourcefulness in achieving business objectives
  • Ability to prioritize duties efficiently, using considerable discretion and resourcefulness
  • Ability to process a high volume of information accurately on a daily basis and within tight deadlines
  • Ability to perform multiple tasks independently and in teams, some of which may have competing priorities
