Reporting to the Branch Manager, Financial Services, the Program Manager, Financial Services is responsible for providing support and leading key strategic, leadership, and project management support on financial matters, initiatives and projects across the corporation, and coordinating and implementing corporate initiatives on behalf of the branch.

This position engages in varying, complex assignments and works independently on behalf of the Branch Manager on assignments that have varying degrees of political impact, confidentiality, and stakeholder and / or Council sensitivities.

  • Coordinate Branch wide activities and assignment of responsibilities required to complete project work, working directly with project sponsors at the senior leadership level (Branch Manager, Directors and other relevant partners). This includes planning, directing and managing (analysis, research, reporting, monitory and coordinating) project activities which may include cross branch impacts or may be politically sensitive
  • Perform financial modelling, financial cost benefit analysis on business decisions, financial policy development, and research best practices for financial internal controls (including environmental scans) 
  • Using professional judgement, escalate urgent and sensitive issues to the Branch Manager as required with an assessment of options and an analysis of risks and implications, ensuring they are adequately briefed
  • Respond to requests for information, evaluate needs and investigate and respond to internal and external inquiries and requests referred by Deputy City Managers, Branch Managers, members of Council, the public, and/or other key stakeholders
  • Prepare Briefings/Memos for Executive Leadership Team (ELT), Council, City Manager 
  • Review Council/Committee reports for content and completeness, including a financial review
  • Prepare reports and presentations for Council/Committee assigned to the Financial Services Branch. Ensure key messages, speaking notes and Q&A are complete for all Financial Services reports 
  • Make continuous improvement recommendations to improve the efficiency, economy and effectiveness of the Branch operations

Qualifications:

  • University degree in Commerce, Business Administration. Accounting designation preferred 
  • A formal professional designation (e.g., CPA, CA, CGA, CMA) would be an asset
  • Minimum of 8 years, progressively responsible strategic and management experience within a large organization
  • Experience managing and working with internal and external clients, consultants and stakeholders
  • Knowledge and skills related to civic operations and other orders of government would be asset
  • Additional training in financial management; public administration; government relations; project management; and/or change management would be an asset
  • Knowledge and experience in project management processes, project administration
  • Ability to manage multiple projects and competing priorities under tight timelines
  • A strong understanding of financial processes, budgeting and financial reporting
  • Sound judgement and strategic thinking skills; ability to develop creative solutions to sensitive and complex issues to take multiple perspectives into account
  • Proven ability to learn and adapt quickly in diverse areas. Maintain resilience in times of uncertainty and effectively work and lead in a changing environment
  • Demonstrate a high degree of professionalism, initiative, and ability to work independently

Salary: $44.359 - $63.370 Hourly; $85,443.043 - $122,061.490 (Annually)
