Primary Focus

This position, reporting to the Chief Financial Officer, is accountable for the development, leadership and effective management of all financial services as well as a number of administrative and ancillary services at the College. The position’s functions and services include: financial accounting, internal controls, analysis and interpretation; digital transformation; financial statement preparation; internal audits and audits of related associations; legislative compliance, systems and policy development, design and implementation; government and tax reporting; capital asset inventory control; and financial advisory assistance.

The Director, Financial Services, is a systems thinker, can see the system as a whole and understands the inter-relating parts that align with Finance. A key aspect of this position is the ability to drive digital change in the department and in the organization, championing the benefits of digital transformation throughout the college. The director must be able to develop and drive their teams’ skills to provide analysis and services that add real value to the organization.

Job Duties:

Specific Accountabilities

  • Prepare comprehensive financial statements and related schedules (monthly, quarterly, annually), for the executive leadership and other senior leaders (deans/directors) as well as outside agencies.
  • Plan, coordinate, and monitor internal and external auditing functions.
  • Identify deviations and take corrective actions of monthly variances from financial plans, policies, procedures and business operations; review with respective managers to effect change.
  • Ensure proper internal controls for College assets through the development and maintenance of appropriate accounting records and processes in accordance with Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Standards (PSAS).
  • Manage the capital asset inventory system for physical control, reporting, grant request and security requirements.
  • Direct and develop policies and procedures to ensure effective management and operation of the Finance, Purchasing and Bookstore services.
  • Direct and coordinate the annual operating and capital budget process for the college and areas of responsibility.
  • Member of the Tuition and Fees committee, calculate and maintain fee inventory, set tuition schedules for upcoming academic years.
  • Direct and coordinate the quarterly forecasting process for the college and areas of responsibility.
  • File timely Government statistical and other legislated reports.
  • Legislative Compliance – ensure that Lethbridge College processes and procedures comply with governmental legislation.
  • Monitors cash flow requirements, determines funds available for investments, ensures policy if followed for investing. Post monthly journal entries to record investments.
  • Maintains all reports and documentation of investments, provides specialized investment report to executive leadership, allocates earnings appropriately to all contributing accounts.
  • Facilitates the tendering process to describe banking services requirements, recommending a banking service vendor and monitoring the banking services provides.
  • Administrator for banking applications, purchase US funds and monitor all bank balances.
  • Accountable for the coordination, implementation and testing of assigned systems.
  • System Administrator for various financial systems and processes.
  • Ensure that existing administrative systems remain in good working order and are updated on a regular scheduled basis that does not impact the functioning of the college.
  • Review bi-monthly payroll, approve and release EFT files, and ensure funds are allocated.
  • Approve journal entries as required.

Required Qualifications:

  • Undergraduate degree supplemented by a Professional Accounting Designation CPA (CA, CMA or CGA).
  • 5 years supervisory and/or managing core financial processes including budgeting, forecasting, accounting operations, internal controls, financial analysis, audit planning and coordinating monthly and year end activities.
  • Direct experience managing the preparation of consolidated financial statements, being involved in audits and managing ancillary services will be considered strong assets.
  • Well-developed communication skills and ability to build strong working relationships with outside agencies, ie. Government of Alberta (specifically Advanced Education), in terms of significantly increased reporting requirements for financial information consolidated within the government setting, as well as managing all aspects surrounding the various government grants which are paid annually. In addition, a good working relationship is required with the Office of the Auditor General (and KPMG acting as their agency) in terms of the annual audit and reporting requirements.
  • Has working knowledge and understanding of financial systems within an organizational Enterprise Resource Planning (ERP) platform.
  • Demonstrate business acumen, strong leadership competencies, change management, analytical mindset and possess strong strategic thinking skills.
  • Possess highly developed interpersonal and influencing skills.

Salary: Starting from $124,224 to $141,163 per annum; commensurate with education and experience.
