We are currently recruiting for a permanent full-time Manager, Taxes and Utilities

About the Opportunity:

Reporting to the Director, Finance, the Manager, Taxes and Utilities is responsible for providing professional and strategic advice and guidance to the organization on property assessment and taxation, and the utility revenues of the City of Leduc.  The Manager, Taxes & Utilities will provide information to senior-level management, including Executive and Directors, having direct responsibility for in excess of $75 million in revenue for the City of Leduc.

 

Responsibilities of the position include, but are not limited to:

  • Oversees the Taxes and Utilities team and portfolio, aligning team vision, strategy and outcomes with organizational goals, strategic plans and business needs, while adhering to policies and guidelines
  • Demonstrates strong verbal and written presentation skills and a consistent level of professionalism with regular interactions and presentations for Council and Executive
  • Maintains Utility Rate Model, including rate analysis and rate setting, ensuring accurate and timely utility billing cycles
  • Monitors and forecasts consumption and water loss for reporting and budgeting purposes
  • Monitors collection procedures and guides collection efforts, including shutoffs
  • Interacts with Public Services management to facilitate utility services, as well as collaborates with other departments to ensure revenue collection processes are well developed and streamlined
  • Serves as technical expert regarding generally accepted accounting principles, internal controls and financial analysis
  • Provides collaborative support to other areas of the department as required, and assists with the annual and interim financial reporting and planning processes, including assisting with monthly reporting, working papers and year end as required
  • Interprets and highlights important financial information to non-financial users
  • Analysis on property taxation; ensuring that the information is properly reflected in the financial system, providing recommendations on tax rates to Director and CFO, preparing the annual Property Tax Rate Bylaw
  • Interacts and maintains relations with contract assessor in relation to City assessment, providing analysis and reporting on the assessment rolls provided by the assessors
  • Ensures assessment and collection of taxes is accurate, timely and processed in accordance with MGA, monitoring tax arrears and leads process for collection and tax sales

 

Qualifications:

You are the successful candidate for this position if you have the following:

  • Bachelor’s Degree in Commerce, BA in Public Administration or related field
  • Professional Accounting Designation (CPA) is required, with prior experience in Accounting
  • A combination of related education and experience may be considered
  • Minimum of 5 - 7 years professional experience in a demanding, fast paced office environment, including supervisory experience
  • Proven management experience with extensive experience working in a team-oriented, collaborative environment
  • Strong organizational and time management skills with the ability to multitask and prioritize workload efficiently
  • Highly developed written, verbal presentation and communication skills
  • Strong analytical skills and attention to detail
  • Intermediate to advanced MS Office and Excel user
  • Knowledge of Workday is an asset
  • Excellent customer service skills, with the ability to interact with the public and external stakeholders
  • Municipal government experience is an asset
  • Must be willing to provide a current Criminal Records Check at own expense
