Finance Manager, Regulatory and Financial Strategies

The Role:
Reporting to the Finance Director, Utilities Regulation and Land Development, the Finance Manager provides senior regulatory and financial leadership to support the Utility Committee
and Council in its review and approval of utility customer rates, terms and conditions of service,
governance, policies and procedures, and ongoing operations of municipal public utilities for the City of Edmonton. This role also provides information and analysis to assist the Utility Committee and Council in its review and decision making process of municipal public utility matters, in addition to leading and coordinating various regulatory proceedings.

The Manager, Regulatory and Financial Strategies will also provide senior financial leadership for
corporate and departmental projects and initiatives, issues management, strategy development and implementation. This work is strategic and financial focused, involving a high degree of professional judgment and business and regulatory expertise. The Finance Manager will work with all levels within the organization including senior level management and external parties (EPCOR, regulatory consultants, inquiries from Public).

First year goals and deliverables:

  • Provide advice and recommendations for various regulatory matters (under both cost of service and performance based regulation) for both municipal public utilities regulated by the Utility Committee and City Council as well as other projects and initiatives for the Corporation of the City of Edmonton (e.g. Blatchford)
  • Oversee the regulatory application review and approval process including the coordination of procedural steps with the Utility Committee, Council and external and internal parties
  • Contribute to the coordination of public hearings on utility matters
  • Liaise and consult with the utility, external consultants, lawyers and public
  • Participate in the overall application review process, including identifying and analyzing regulatory, financial and operational issues
  • In conjunction with senior management, prepare and present written reports to the Utility Committee and Council summarizing the utility rate applications, issues and recommendations. Oversee the submission and review of quarterly and ongoing operational and performance reporting of the municipal public utilities
  • Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurement
  • Build new and innovative collaborative partnerships with external agencies such as other orders of government, community organizations, and internal departments and branches



What does success look like?

  • Apply knowledge or training and/or education in Finance, Business, or related disciplines
  • Chartered Professional Accountant designation (CPA) is required
  • Leverage relevant regulatory and utility industry knowledge and/or experience
  • Utilize your financial management experience including your knowledge of financial analytics and business planning development
  • Leverage your knowledge of strategic planning, financial analytics, budgeting and financial reporting at a corporate level in a large, complex organization
  • Draw on your knowledge of how public utilities are regulated, electricity and natural gas legislation in Alberta and utility rate design and cost of service principles
  • Utilize financial modeling experience, development and analytics
  • Build a respectful workplace culture through a values-based influencer and leadership approach and work collaboratively
  • Communicate complex financial strategies and information in a clear and easy to understand manner
  • Effectively analyze sensitive issues and respond to, and advise, senior leadership on various matters
  • Understand complex municipal subject matter and build influential relationships with Council, external agencies, orders of government,and internal departments and branches
  • Communicate with strong political acumen, strategic planning, issue resolution and decision-making skills
